SUBJECT: EXECUTE PROGRAM SUPPLEMENT NO. 14 FOR THE WILLOW PASS ROAD WIDENING
PROJECT

SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Chair of Board to execute Program Supplement No. 14 which
provides State-Local Transportation Partnership funds for the widening of Willow Pass Road
between Port Chicago Highway and Bailey Road in West Pittsburg.
II. Financial lmpact:
Program Supplement No. 14 entitles the County to receive $329,913 from the Transportation
Partnership Program for expenses. related to construction engineering, contract cost and
contingencies of the project.
III. Reasons for Recommendations and Background:
On June 12, 1990, the Board authorized the Public Works Director to apply for Senate Bill 300
funds for various road improvement projects. The widening of Willow Pass Road is one of the
projects submitted in the second funding cycle of the State-Local Transportation Partnership
Program (State Bill 300).
On August 7, 1990, the application for funds of the project was accepted by the California
Department of Transportation.

On February 12, 1991,the Board approved the State-Local Entity Master Agreement No. SLTPP-
5928 between the County and the California Department of Transportation. The Agreement
entitles the County to receive the State share of funds for road projects that were accepted in
the Transportation Partnership Program.
IV. Consequences of Negative Action:
The County will not receive the Transportation Partnership funds for this project.
