MICHAEL WALFORD, CHIEF ENGINEER DATE: January 14, 1992 SUBJECT: Approve Plans and General Provisions and Authorize Issuance of a Purchase Order for the San Ramon Creek Bypass Fence Relocation Project Project No. 7520-668650-91, Walnut Creek Area, CP #91-80 Specific Request(s) or Recommendations) & Background & Justification I. RECOMMENDED ACTION: APPROVE the Plans and General Provisions and AUTHORIZE issuance of a Purchase Order for furnishing labor and materials for the San Ramon Creek Bypass Fence Relocation Project to Bailey Fence Company, the low bidder, in the amount of $7,791.00 and at the unit prices submitted in said bid. DETERMINE that the project is a California Environmental Quality Act Class 1 C Categorical Exemption, and DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk DIRECT the Chief Engineer to arrange for payment of the$25 handling fee to the County Clerk for filing of the Notice of Exemption. II. FINANCIAL IMPACT: r The Engineer's Estimate was $9,650.00. This project, including engineering and appropriate overhead charges, is funded by Flood Control Zone 3B (100%). REASONS FOR RECOMMENDATION/BACKGROUND: The project involves relocating existing flood control fencing recently installed as part of the San Ramon Creek Bypass Channel project. The relocated fencing will improve, access for maintenance and emergency vehicles to Flood Control right-of-way. Bids for the project were received and opened at 255 Glacier Drive, Martinez, on December 26, 1991. Other bids received were as follows: 1. $9,252.00 Calco Fence Inc. Five bids were solicited and two were received. The Chief Engineer has filed with the Board of Supervisors the Plans and General Provisions for the subject project. The general prevailing rates of wages,which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be available to any interested party upon request. The project has been determined to be in compliance with the General Plan. It has been determined that this project is exempt from CEQA requirements as a Class 1 C Categorical Exemption, in accordance with Section 15301 of the CEQA guidelines because the project will not have a significant effect, on the environment, involves a minor alteration of an existing fence, will not result in the removal of a scenic resource,,nor will involve the removal of vegetation. IV: CONSEQUENCES OF NEGATIVE ACTION: The project will not be constructed.
