SUBJECT: Joint Planning Venture for Pleasant Hill Property
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Approve the concept of a joint planning effort among the City of
Pleasant Hill., the Mt. Diablo Unified School District, and the
Pleasant Hill Recreation and Park District as outlined in the
attached correspondence to Mayor Sherry Sterrett as it relates to
the county parcel on Oak Park Boulevard and designate the Growth
Management and Economic Development Agency and the Economic
Progress Committee to participate in a joint planning process .
Further, to designate Supervisor McPeak as an alternate to the
Economic Progress Committee to participate in such discussions .

The Board approved the above recommendation and added Contra Costa County as one
of the entities in the joint planning effort.

Dear Mayor Sterrett:
The combination of the county-owned land on Oak Park Boulevard and
Pleasant Hill High School owned by Mt. Diablo Unified School
District constitutes the last largest space remaining in the City
of Pleasant Hill for which there is no consensus plan to best serve
the residents of Pleasant Hill and all the concerned parties . The
ultimate use of this land should be jointly planned by all the
involved jurisdictions to insure that the full potential of the
area is not lost as a result of independent, uncoordinated action.
Therefore, I propose that we jointly convene a cooperative planning
process involving the City of Pleasant Hill, Mt. Diablo Unified
School District, Pleasant Hill Recreation and Park District, and
Contra Costa County to develop a specific plan for the combined
parcels . It would be a shame to use all the area for development
without considering the vast opportunities for recreation and other
community uses that are possible if we do it right. Pleasant Hill
High School already has recreational facilities that are an asset
to the community that should not be lost through development. Yet,
the school district and county hold public lands that are taxpayer
assets that cannot be left in a "nonperforming" status
indefinitely.
It is entirely possible to develop a mixed used project with
recreation, affordable housing, commercial, senior services, and
open space that will be a model of cooperation and center of civic
pride.
Now is the time for all public agencies to sit down at the same
table and have a productive dialogue about what can be done if we
cooperate._

Supervisors at our meeting on February 11, 1992, in order to give
you enough time to consider the concept. Please call if you have
any questions or would like me to attend one of your meetings to
discuss the proposal .
