SF-468 AND AUTHORIZING EXECUTION I. RECOMMENDED ACTION: Adopt Resolution No. 3629 approving Amended Part I of Section 8 Housing Voucher Program Annual Contributions Contract No. SF-648 and authorize execution of the amendment by the Chairman of the Board of Commissioners, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Contract authority in the amount of $608,125 and budget authority in the amount of $3,040,625 has been allocated to the Housing Authority to administer an additional 71 Section 8 Housing Vouchers under Project No. CA39-VO11-010 of the Section 8 Voucher Program by the U.S. Department of Housing and Urban Development. III. REASONS FOR RECOMMENDATION/BACKGROUND: On July 26, 1991 the Housing Authority submitted an application to the U.S. Department of Housing and Urban Development for additional funding under the Section 8 Rental Voucher Program. The Housing Authority, in competition with other housing authorities in Contra Costa and Alameda Counties, was selected to receive 71 Section 8 Rental Vouchers with contract authority in the amount of $608,125 and budget authority in the amount of $3,040,625 to cover a five year contract period. In order to secure this Federal funding, this Annual Contributions Contract for Project No. CA39-VO11-010 must be approved by adopting Resolution No. 3629 by the Board of Commissioners, and the Chairman must execute the necessary contract documents. At its regular meeting on October 21, 1991 the Advisory Housing Commission recommended action to approve the amended Annual Contributions Contract and to authorize its execution by the Chairman of the Board. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt Resolution No. 3629, the Housing Authority would lose $608,125 in Contract Authority and $3,040,625 in Budget Authority from the U.S. Department of Housing and Urban Development to provide Section 8 Rental Voucher assistance to low income families THE BOARD OF COMMISSIONERS, HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3629 RESOLUTION APPROVING AMENDED PART I OF SECTION 8 HOUSING VOUCHER PROGRAM ANNUAL CONTRIBUTIONS CONTRACT NO. SF-468 AND AUTHORIZING EXECUTION WHEREAS, the Housing Authority of the County of Contra Costa ("PHA") desires to enter into an amended Annual Contributions Contract ("ACC") with the United States of America ("Government") for the Section 8 Existing Voucher Program; and, WHEREAS, the amended Section 8 Existing Housing Voucher ACC consists of the following counterparts: (a) Part I of the ACC, HUD-52520D (1/90) applicable to the Section. 8 Existing Housing Voucher Program; (b) Exhibit 1 to Part I of the ACC adding Project No. CA 39-VO11-010 NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Housing Authority of the County of Contra Costa, as follows: 1. The amended Part I, Exhibit I of the ACC for the Section 8 Existing Housing Voucher Program are hereby approved and accepted. The Chairman or Acting Chairman is hereby authorized and directed to execute the counterparts of the ACC on behalf of the PHA, and the Secretary is hereby authorized to impress the official seal of the PHA on each such counterpart and to forward such executed counterparts to the Government together with such other documents evidencing the approval and authorizing the execution of as may be required by the Government. 2. This resolution shall take effect immediately.
