Social Service Department Costa 1992 County January 14, o_ .=- `x'40 DATE: c rTq-coiiN`� r SUBJECT: REQUEST FOR APPROVAL TO APPLY FOR FEDERAL CHILD CARE AND DEVELOPMENT BLOCK GRANT FUNDS SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION• Authorize the Director of Social Service to submit an application to the State Department of Education for 30% of the Federal Block Grant Child Care and Development Services funds to be allocated to the County. BACKGROUND: The State Department of Education (SDE) released a Request for Applications (RFA) for Federal Block Grant Child Care and Development Services funds in November of 1991. A summary of Block Grant distributions by County was attached to the RFA indicating that Contra Costa's allocation is $840, 000. Prior to the issuance of this RFA, the Contra Costa County Child Care Task Force operating under State and Federal planning guidelines, formulated a County Plan for expenditure of these funds and established priority groups to be served. The Task Force submitted its report and priorities to the Board on August 13, 1991. Acquisition of these funds would permit the Department to admit more Teen Parents into GAIN training and education programs, would provide child care for Special Needs Children being served in the Family Preservation Program, and would expand and enhance services to families who are receiving Child Protective Services. FINANCIAL IMPACT: The funds being applied for are Federal funds and there are no County costs involved in applying for these funds.
