December 8, 1992 County�, ,:r• DATE: SUBJECT: REFER TO THE COUNTY ADMINISTRATOR THE ISSUE OF INCLUDING AREAS PRESENTLY OUTSIDE �COUNTY FIRE DISTRICT BOUNDARIES SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: (1) Refer to the County Administrator the issue of developing a fair and equitable strategy for annexing those areas presently outside County Fire District boundaries. (2) Request the County Administrator to develop an implementation plan, time schedule, and financing plan that will provide equitable funding solutions to pay for the services to be received by these areas previously excluded from the County's fire protection districts . (3) Arrange for fire officials to meet with property owners to discuss these issues; to assess the relative need in different areas, and to inventory the number of structures and residents in each area under consideration. (4 ) Work with LAFCO to develop the best approach for a,n application for annexation. (5) Study the feasibility of providing a pumper truck on Bradford Island and the training of volunteers to handle equipment for that period of time before firefighters arrive at the scene. Consider a method by which fire breaks and weed abatement aeasures can be provided for these unprotected areas, including an :analysis of the costs entailed to. ,provide such services . ( 6 ) Work with the fire chiefs of the districts that have such areas adjacent to their boundaries to address any interim fire prevention program measures that should be put in place prior to achievement . of annexation. ( 7 ) Report back to the Board on recommendations to pay for the costs of the Bradford Island fire, including the possibility of billing negligent property owners who may be found responsible for starting the fire. At the present, this island (as well as others in the area) are not included in any fire district. Equipment and personnel from the Bethel Island Fire Protection District, the Oakley Fire Protection District and the East Diablo Fire District responded to this emergency. The fire districts did an excellent job in protecting property and containing the fire. These districts and their hardworking firefighters should be commended for their outstanding and effective efforts . Because Bradford Island is not in any fire district, there is currently no provision for reimbursement of expenses incurred fighting this fire. Estimates run anywhere from $25,000 to $50, 000 at this point. Annexation to existing fire districts must be pursued so that residents of these areas will be provided with the property fire safety services including fire prevention education, weed abatement services, building inspection services, and installation of appropriate fire breaks. Addressing long term solutions to these issues and establishing the fire prevention programs will have a significant cost savings impact over time.
