Amend the Board Order dated August 13, 1991 on the subject of the "Proposed Plan for the Expenditure of Federal Child Care and Development Block Grant Funds in Contra Costa County" to amend the final point under Recommendation #2 to read: 10% to children of any age group of teen parents in any region of the County. At the point of certification, eligibility should be guaranteed for one year. (The second sentence is added) . 2 . Amend the "Federal Block Grant Local Priorities for Direct Services" document approved by the Child Care Task Force on August 5, 1991 and by the Board of Supervisors on August 13, 1991, Attachment B5, "Justification for Direct Services Priority # 4" to add at the end of the first paragraph the following: At the point of certification, eligibility should be guaranteed for one year. 3 . Authorize the County Administrator to forward this change to the State Department of Education. 4 . Authorize the Chair of the Board of Supervisors to write to the State Department of Education on behalf of both the Board of Supervisors and Child Care Task Force and request a list of all child care contracts which the State Department of Education has in effect in Contra Costa County. Remove this item as a referral to the 1992 Internal Operations Committee and instead refer it to the 1993 Internal Operations Committee for the purpose of continuing to provide oversight on the subject of child care in Contra Costa County and for the purpose of maintaining a liaison with the Child Care Task Force. 6 . Authorize the 1993 Internal Operations Committee to meet with the Child Care Task Force on the following dates : January 25, 1993 March 22, 1993 May 24, 1993 July 26, 1993 September 27, 1993 November 22, 1993 BACKGROUND: Our Committee has had on referral throughout 1992 the subject of child care for the purpose of meeting with the Child Care Task Force and maintaining a liaison between the Board of Supervisors and the Task Force. Our Committee met with the Task Force on November 23, 1992 . The above recommendations came out of the discussion at the Task Force meeting. The amendment to the priorities for the federal child care block grant was requested by the Social Services Department in an effort to provide additional stability for young children of teenage parents . Under the more rigid current wording of the priorities, whenever a child becomes ineligible for child care because of the child' s age, the child would have to be immediately disenrolled. This could occur two months after the child started in child care, causing more disruption in a situation which is already considered risky. This change will allow the child to remain in child care for a full year from the date eligibility is determined, as long as the child is eligible when enrolled, regardless of whether the child exceeds the maximum age limit at some point during that year. All other eligibility factors would have to continue to be met. The waiver applies only to the question of the child' s age. The request for a list of all child care contracts the State Department of Education has in effect in Contra Costa County is information which the Task Force needs for planning purposes . Thus far, the State Department of Education has been unable or unwilling to provide that information to the Contra Costa Child Care Council . It was felt that if both the Board of Supervisors and the Task Force were to make such a request it might carry more weight. We also believe that the 1993 Internal Operations Committee should continue to provide liaison and oversight on behalf of the Board of Supervisors to the Child Care Task Force and the whole subject of child care in Contra Costa County and have, therefore, recommended that the Board refer this matter to next year's Internal Operations Committee. 2
