Acknowledge receipt of the attached report from the Director of Personnel on the status of the Career Development Employment Program. 2 . In view of the fact that the County_ has some 65 to 70 candidates tested and on eligible lists for the Career Development Employment Program but is unlikely to hire many of them in the near future because of recent layoffs and the need to rehire laid off workers before hiring new workers, request the Director of Personnel to determine how best to make contact with private sector employers in the County and other public sector employers in the County (particularly cities and independent special districts) who may be hiring and make available to them the names of those applicants for the Career Development Employment Program the County has on eligible lists . This should include contacts with individual public and private employers, articles in the Contra Costa Council ' s Update and various chamber of commerce newsletters and other methods of which the Director of Personnel may be aware. 3 . Remove this item as a referral to the 1992 Internal Operations Committee and instead refer this subject matter to the 1993 Internal Operations Committee for continuing oversight. This is the most recent report on this subject. As is outlined in the attached report from the Director of Personnel, activity in the Career Development Employment Program has slowed substantially due to the layoffs which have occurred in the County over the past several months . As long as there are layoff lists, those employees must be given priority in filling permanent positions and thus it will not be possible to transition as many Career Development Employment Program participants into permanent positions as has been the case in the past. Recruitment of new applicants has essentially stopped. There are about 65 to 70 individuals who have been tested and screened and are on eligible lists currently if Career Development Employment Program positions were to become available. In addition, there are Career Development Employment Program participants in a number of County departments who are or will soon be eligible for permanent positions, providing such positions become available. Finally, there are Career Development Employment Program participants who have been laid off from their permanent positions and have priority for those positions when it is possible to again hire employees . As a result, the prospects for hiring and successfully placing additional Career Development Employment Program participants at this time in the County service do not look promising. This is why we have suggested contacting private employers who may be hiring as well as other public employers who have not been hit as badly as has the County in terms of budget problems . Personal and Social Services DMartmppt Coordination On August 10th the Department of Social Services and Personnel submitted a report to you on the progress made towards the coordination of training resources to assist General Assistance recipients in obtaining employment. -G- At present, we are continuing our discussions with Social Services and GMEOA staff relative to program design and implementation. Revenue in the amount of $15,000 to cover increased staff cost and office expenses have been appropriated out of the Keller Canyon landfill Surcharge funds. The appropriation adjustment approval is attached as Exhibit - A .
