DATE: November 30, 1992 SUBJECT: DISPOSITION OF REFERRALS TO THE 1992 INTERNAL OPERATIONS COMMITTEE SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: 1 . Remove as a referral to the 1992 Internal Operations Committee and instead refer to the 1993 Internal Operations Committee the Report from the Equal Employment Opportunity Advisory Council (EEOAC) on Departmental Affirmative Action Plans . The Board of Supervisors has requested the Equal Employment Opportunity Advisory Council to prepare a model Affirmative Action Implementation Plan format which can be shared with County Departments . This format has not yet been received from the EEOAC and therefore it appears appropriate to refer this matter on to the 1993 Internal Operations Committee. 2 . Remove as a referral to the 1992 Internal Operations Committee and instead refer to the 1993 Internal Operations Committee oversight of the agreement with Acme Landfill in which the County agrees to pledge revenue from County regulated transfer stations and/or landfills for postclosure costs for the Acme Landfill . The Community Development Director reports that this matter is not ready for discussion with the Internal Operations . Committee and recommends that it be referred on to the 1993 Internal Operations Committee for continuing oversight. 3. Remove as a referral to the 1992 Internal Operations Committee and instead refer to the 1993 Internal Operations Committee oversight of the possible uses of the solid waste tipping fee which is to be used to acquire additional open space and support the agriculture industry in the County. SUPERVISORS AND COUNTY ADMINISTRATOR BY ,DEPUTY I.O.-2 The Community Development Director reports that this matter is not ready for discussion with the Internal Operations Committee and recommends that it be referred on to the 1993 Internal Operations Committee for continuing oversight. 4 . Remove as a referral to the 1992 Internal Operations Committee and instead refer to the 1993 Internal Operations Committee oversight of a proposed host mitigation fee for the Acme Transfer Station. The Community Development Director reports that this matter is not ready for discussion with the Internal Operations Committee and recommends that it be referred on to the 1993 Internal Operations Committee for continuing oversight. 5 . Remove as a referral to the 1992 Internal Operations Committee and instead refer to the 1993 Internal Operations Committee the matter of vacancies on the Human Relations Commission. The Human Relations Commission was going to do some recruiting for additional members on the Commission. No report has been received from the Commission with the results of their recruitment. It therefore appears appropriate that it be referred on to the 1993 Internal Operations Committee for further consideration when that report becomes available. 6 . Remove as a referral to the 1992 Internal Operations Committee and take no further action on the matter of regional governance. This matter had been on referral to the 1992 Internal Operations Committee on the basis that it was anticipated that legislation might be enacted in 1992 addressing regional governance, particularly in terms of combining the , Metropolitan Transportation Commission, Association of Bay Area Governments and other similar regional bodies. While legislation along these lines was introduced and debated extensively during the year, no legislation passed the Legislature. The Director of the Growth Management and Economic Development Agency recommends that this matter simply be reported back to the Board without further action at this time. He indicates that the matter will be brought to the attention of the Board of Supervisors at such time as it appears appropriate for the Board to have further public discussion of the subject. 7 . Remove as a referral to the 1992 Internal Operations Committee and take no further action on the matter of data on city and County Resource Recovery Programs and Budgets . The Community Development Director reports that no further action on this subject is needed by the Board of Supervisors at this time and that it can, therefore, simply be referred out of Committee without further action by the Board of Supervisors . He indicates that he will bring this matter back to the attention of the Board of Supervisors at such time as the matter warrants further discussion by the Board. 8 . Remove as a referral to the 1992 Internal Operations Committee and take no further action on the matter of the request from Supervisor Torlakson that the Internal Operations Committee consider expanding the Brentwood-Byron-Knightsen Cemetery District Board of Directors from three to five members . Staff has advised Supervisor Torlakson of the process which must be followed by the Cemetery District Board of Directors in order to allow the Board of Supervisors to expand the size of the Board of Directors . A Resolution is required from a majority of the members of the Board of Directors asking that the Board be expanded to five members . No such Resolution has been forthcoming and therefore there is no further action which the Internal Operations Committee can take on this 2 I .O.-2 matter. Any subsequent Resolution will be forwarded to the Board of Supervisors for further consideration. BACKGROUND: Each year it is necessary to dispose of all matters which have been referred to the Internal Operations Committee before the Committee goes out of existence. Work on the above referrals cannot be completed before the Committee goes out of existence on January 5, 1993 and the recommended actions are therefore being returned to the Board of Supervisors for approval . cc: County Administrator Director, GMEDA Community Development Director Chuck Zahn, CDD Affirmative Action Officer County Counsel 3
