BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY

SUBJECT: Hearing on Recommendation of the Contra Costa County
Planning Commission on the Proposed Alamo Springs
Project, 2882-RZ, DP 3003-90, and Subdivision 7452 ,
Danville-Alamo Area.
This is the time heretofore noticed by the Clerk of the
Board of Supervisors for hearing on the recommendation of the San
Ramon Valley Regional Planning Commission on the request by New
West Federal Savings and Loan and American Real Estate Group
(applicant and owner) to amend the General Plan designation for
148 acres of land from Open Space and Single Family Residential-
Very Low Density (SV) to Single Family Residential-Low Density
(SL) and Agricultural Lands (GPA 1-90) , a request to rezone 118
acres from General Agricultural District (A-2) to Planned Unit
District (P-1) (2882-RZ) , a request for preliminary and final
development plan approval for a 59-unit single family residential
project with designated open space area (#3003-90) , and a request
for vesting tentative map approval to divide 148 acres into 59
lots (Subdivision #7452) in the Danville-Alamo area.
Dennis Barry, Community Development Department, presented
the staff report on the proposed project, describing the site
location and presenting a brief history of the applications . Mr.
Barry commented on the staff recommendations that the Board
certify the Environmental Impact Report as being adequate for use
and review of the project, that the Board approve the Alamo
Springs General Plan Amendment in accord with the recommendations
of the San Ramon Valley Regional Planning Commission described in
their resolution 67-1992 which was jointly adopted by the
Planning Commissions of the Town of Danville and direct that it
be incorporated into one of the consolidated General Plan
amendments to be adopted by the County in 1993 , that the Board
approve the rezoning of 118 acres from General Agriculture A-2 to
Planned Unit Development P-1 along with Final Development Plan
3003-90 and vesting tentative map 745 for a maximum of 58
residential lots and open space as was recommended by the San
Ramon Valley Regional Planning Commission in resolution 67-1992
with the modifications shown by staff, that the Board introduce
the ordinance giving effect to the rezoning, waive reading and
set the date for the adoption, that the Board adopt the proposed
project findings and the California Environmental Quality Act
findings and the Mitigation Monitoring and Reporting Program,
direct the staff to file a Notice of Determination with the
County Clerk and direct staff to report back to the Board of
Supervisors on any discrepancy between the Board' s approval of
the project if it should be approved and the Town of Danville
action after the Town Council has acted on the project .
The following persons presented testimony:
Emmett Clifford, 40130 San Carlos Place, Fremont, the
Clifford Group, representing the applicant;
Lawrence Scott, Vice-President, New West Federal Savings and
Loan Association;
Michal Gibson, 70 Sara Lane, Alamo, representing the Alamo
Improvement Association;
The public hearing was closed.
The Board discussed the matter.
Supervisor Schroder moved to certify the Alamo Springs
Environmental Impact Report as adequate and defer the decision on
the balance of the items for a week until staff, Mr. Clifford and
he can meet and resolve the concerns that were brought out and he
also included that the hearing be left open.
Supervisor Fanden seconded the motion.
IT IS BY THE BOARD ORDERED that the Environmental Impact
Report is CERTIFIED as adequate and the hearing is DEFERRED to
December 15, 1992 , at 2 P.M.on the request to amend the General
Plan designation for 148 acres of land from Open Space and Single
Family Residential-Very Low Density (SV) to Single Family
Residential-Low Density (SL) and Agricultural Lands (GPA 1-90) ;
to rezone 118 acres from General Agricultural District (A-2) to
Planned Unit District (P-1) (2882-RZ) ; a request for preliminary
and final development plan approval for a 59-unit single family
residential project with designated open space area (#3003-90) ;
and a request for vesting tentative map approval to divide 148
acres into 59 lots (Subdivision 7452) Danville-Alamo area.
