BRAGDON - Costa DIRECTOR OF COMMUNITY DEVELOPMENT County DATE: DECEMBER 8, 1992 SUBJECT: AGREEMENT TO PROCESS THE CITY OF EL CERRITO'S OFFICE PAPER AND RECYCLING OF CHRISTMAS TREES FOR VARIOUS PORTIONS OF THE UNINCORPORATED AREA SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Community Development Department and General Services Department to establish an agreement with the City of El Cerrito Recycling to cooperatively market recycled office paper. Authorize the County to Hold Harmless the City of E1 Cerrito for the use of their chipper by County Workfare crews during the month of January, for the chipping of Christmas trees at the El Cerrito Recycling Center. Authorize the Byron's Boys Ranch to accept Christmas trees for chipping into mulch by County Workfare crews during the month of January. FISCAL IMPACT None to the General Fund. The costs for processing the recycled paper will be recovered from the sale of the material once it has been sorted. The cost for supervising the sorting and baling of the paper received from the City of E1 Cerrito will be deducted from its sale price. A 1% surcharge on the sale of the paper will also be included. This is part of an already budgeted program. The costs for staffing the chipping program will come from the litter control program. They would deliver the paper to the new County Government Recycling Center on Glacier Drive, where it would be sorted by Workfare and Work Alternative workers. The costs of supervising the sorting, baling, loading, etc. would be deducted from the sale of the paper. A 1% overhead will also be credited to the County. This program would provide additional work for the expanded Workfare crews that the County expects to assign to the Center. The Christmas tree chipping program will be performed by the County roadside litter crews. Providing locations where Christmas trees can be dropped off for recycling will prevent trees from being discarded on roadsides, where they present a large litter problem. Every year, the County collects a large number of trees from roadsides, which must then be taken to landfills for disposal. This program will save landfill space, reduce the tipping fees paid for disposal, generate mulch, and provide work experience for Workfare crews. The trees in El Cerrito will be chipped using the City's chipper. County equipment will be used at Byron Boy's Ranch. JF:gms r2\bo\xmast=.EIC
