Bragdon, Director of Community Development DATE: December 8, 1992 SUBJECT: Interim Report on County Telecommuting Pilot Program SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Accept report on status of County Telecommuting Pilot Program. FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS On November 19, 1991, the Board approved in concept, the development of a telecommuting program for County employees. On January 14, 1992, the Board established the County Telecommuting Committee and directed it to develop guidelines for a County Telecommuting Program and to conduct a Pilot Program to evaluate the feasibility of implementing telecommuting on an ongoing basis. On June 23 , the Teleccmr.uting Committee recommended that the Board authorize the implementation of a six-month telecommuting pilot program in accordance with policies and procedures developed by the Committee. The Board referred the matter to the Budget Committee. In September, the Board authorized the initiation of the pilot program, including training for telecommuters and supervisors. A number of additional applications were received by the Community Development Department which had been disapproved by the employee's supervisor and/or department head. In addition, a few approved applications were subsequently withdrawn. Staf met with selected supervisors/department heads and made a presentation to the department heads committee in an effort to solicit additional participation. The Selection Subcommittee of the Telecommuting Committee met on October 15 and decided to proceed with the training for the pilot program. Sessions were held at the County Training Institute on November 2 and 3 for telecommuters and on November 6 and 13 for supervisors. An additional session was conducted on November 19 for late additions to the program. The following is a listing of departments which currently have employees in the Telecommuting Pilot Program along with the number of participants: Public Works 9 Community Development 9 CAO (Data Processing and OES) 6 Social Services 5 Probation 3 Public Defender 1 Retirement 1 Library 1 Sheriff 1 Supervisor McPeak 1 Evaluation of the pilot program began during training. Participants were asked to complete survey forms on their travel habits and perceptions of telecommuting. Evaluation will continue with a mid-term evaluation session with telecommuters in mid-February and a final evaluation for the pilot program at the end of May. The Telecommuting Committee will be convened at this time to review the evaluation and develop a recommendation to the Board as to whether to continue the program on a permanent basis.
