FINANCIAL IMPACT None. Funding for these Contracts for the period of January 1, 1993, through June 30, 1993, is already reflected in the Depart- ment' s FY 1992-93 budget. Funding for the period of July 1, 1993, through December 31, 1993, will be reflected in the Department ' s FY 1993-94 budget. No County funds are involved with this request. III . CONSEQUENCES OF NEGATIVE ACTION A decision not to approve these contracts will result in the loss of contract related services to program eligible County residents . IV. REASONS FOR RECOMMENDED ACTION The above referenced community organizations are being funded with Community Services Block Grant (CSBG) funds to provide poverty program services to program-eligible county residents for calendar year 1993 . The amount allocated to contractors for 1993 represents a 30% across-the-board reduction from CSBG contract allocations in 1992 . S.S.O. 65,839 46,329 19,752 Totals $ 154,428 $108,099 $46,329 The proposed reduction in 1993 CSBG Contractor services is the result of three factors : Loss of County Funding In the 1992-93 County budget process, many County Departments, including Community Services, were asked by the Board of Supervi- sors to take a 30% reduction in County funding. For the Department, this resulted in a loss of $34 , 770 . These funds were used by the Department to provide critical staff support to the County' s Head Start, Homeless, and Child Development programs . Despite the loss of County funding, the continued support of these programs by the Department was expected and required. The only funds available to accomplish this task are from the County' s General Fund and CSBG. Funds could possibly be obtained from Head Start for a portion of the services, but at the direct expense of the current Head Start contractors, which was something the Department did not want to pursue. With the FY 1992-93 reduction of County funds by the Board, the only funding resource available to cover the continued cost of these needed services was from the Community Services Block Grant. The Director of Community Services informed both the Board of Supervisors and County Administrator during the FY 1992-93 budget hearings that a reduction in 1993 CSBG contractor funds would be used to offset the $34,770 loss in County funds . This recommenda- tion was accepted by both the CAO and Board. 1990 Census Data CSBG allocations are based on the most recent census data. Accord- ing to the 1990 census, the county' s percentage of individuals in poverty actually grew in the last ten years, but at a much lower rate than most of California. Because of this, the County has lost approximately 2 . 8%, or $12, 101 of its CSBG allocation. Resource Development One of the goals established by the County's Economic Opportunity Council for the 1993 CSBG program is resource development. By utilizing a small portion of CSBG funding for developing new and different funding sources for poverty programs, it is the EOC' s belief that the County will be able to generate significant outside revenue sources that have yet to be developed for human service agencies . This new EOC goal clearly has a lot of potential . This year, approximately $4 ,000 of County CSBG funds were used to hire a consultant to draft a Homeless project proposal . The proposal was accepted, and the County received a three-year $750,000 grant to provide homeless services to East County residents . Much of this funding will be going directly into three Contra Costa County community based organizations providing human services . The Department is proposing that $18,000 in 1993 funding be allocated for consultant services for human services resource development. This decision was reviewed and concurred with at the August 13, 1992, meeting of the County' s Economic Opportunity Council . The Department expects formal notification from the State on the final 1993 funding allocation by the end of December. To permit a smooth transition from 1992 to 1993, it is recommended that the Auditor-Controller' s Office be directed to advance County funds to the above-referenced contractors for 1993 program activity pending receipt of CSBG funds . This request is made in the event that grant approval is not received by the end of December. These contracts will be reviewed and approved by County Counsel as to form prior to issuance. IV. REASONS FOR RECOMMENDED ACTION The Administration for Children and Families (ACF) has allocated $3, 819, 828 for Contra Costa County to provide Head Start services to 922 program-eligible children and their families for the period of January 1, 1993, through December 31, 1993 . The Department expects formal notification by the end of December. To permit a smooth transition from 1992 to 1993, it is recommended that the Auditor-Controller' s Office be directed to advance County funds to the above-referenced contractors for 1993 program activity pending receipt of Head Start funds . This request is made in the event that grant approval for the above actions is given in 1992, but not formally received by the County by the end of December.
