SUBJECT: Approval of Contract Amendment Agreements with Four Alcohol
Treatment Program Contractors
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Health Services Director or his designee
(Chuck Deutschman) to execute on behalf of the County, Contract
Amendment Agreements with four Alcohol Treatment Program Contractors,
effective September 1, 1992, to amend the two-year Contracts (effective
July 1, 1991 through June 30, 1993, with six-month automatic contract
extensions through December 31, 1993) to decrease the Fiscal Year 1992-
93 contract payment limits and the six-month automatic extension payment
limits as set forth below:

II. FINANCIAL IMPACT:
These Contract Amendment Agreements were initiated pursuant to
directives of the Board of Supervisors which reduced the Fiscal Year
1992-93 payment limits for certain contracts under the Phase I Budget
Reductions, and then, partially restored the reduced funding. The
Board had originally directed that 50% of the Phase I reduction, or
$204, 166, be restored to alcohol treatment programs and that the
patients occupying the treatment beds financed by these funds be
ineligible for General Assistance. In a meeting between County staff
and the alcohol program contractors, the parties agreed that $250,000
was the appropriate amount for the County to restore, in lieu of
individual clients receiving General Assistance.

III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
Pursuant to the Order of the Contra Costa County Board of Supervisors,
dated June 9, 1992, the County Administrator executed Administrative
Amendment Agreements, effective July 1, 1991, to provide 3% cost-of-
living adjustments (COLA's) for thirty-two Alcohol, Drug Abuse, and
Mental Health Contractors for Fiscal Years 1991-92 and 1992-93. As a
result of the County's Fiscal Year 1992-93 Budget Reductions, the Board
directed that certain FY 1992-93 Contract Payment Limits and COLA's be
reduced.
However, partial funding has been restored to the four contractors
listed above, and approval of these Contract Amendment Agreements will
adjust the FY 1992-93 Contract Payment Limits to comply with the
directives of your Board.
