SUBJECT: CONTRACT FOR LEGISLATIVE REPRESENTATION
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Approve and authorize the County Administrator to execute on behalf
of the County a contract with SRJ. Jackson, Barish & Associates for
legislative representation in Sacramento for' the period January 1,
1993 through December 31, 1995.
BACKGROUND:
For the past several years, the County has contracted with SRJ.
Jackson, Barish & Associates and its predecessor firms for
legislative representation in Sacramento. This office recently
presented the Board of Supervisors with a report detailing the
legislative effort which had been provided in 1992 by this firm and
the extent of the successes the County had in 1992 as a result of
this contract.
With the critical budget deficit situation the State will be facing
again as the Legislature debates the State Budget for the 1993-94
fiscal year, it is critical that the County have an on-site
presence in Sacramento to represent the County' s interests . In
addition, there are a number of critical legislative measures the
Board of Supervisors wishes to pursue in 1993 . It is simply not
possible to effectively pursue all of these measures and stay on
top of all other activities which affect the County without an on-
site legislative presence.

Elsewhere on the Board' s agenda for December 8, 1992, is the
County' s proposed 1993 Legislative Program. Approval of this
Legislative Program will form the workplan for this contract for
calendar year 1993 . A comparable workplan will be prepared for
1994 and 1995 .
The proposed contract represents a 3% increase in 1993 over the
previous contract, which did not have any increase for its two-year
term. A similar 3% increase is included for each of the next two
years ( 1994 and 1995) . Thus, over the five year period from 1991
through 1995, the contract would result in a very modest 9%
increase.
Several County Department Heads have commented on how pleased they
were with the support and assistance provided to them by the
representatives of SRJ. Jackson, Barish & Associates during 1992 .
It should be clear to anyone who is familiar with the complexities
of legislative representation that the County is getting a real
bargain in this contract, particularly in view of the size and
scope of the County' s annual Legislative Program.
