RAINEY, Sheriff-Coroner ,'�_� County •+•w l CBUP DATE: November 18 , 1992 SUBJECT: APPROVING AN ANNUAL HARDWARE MAINTENANCE CONTRACT FOR THE JAIL MANAGEMENT SYSTEM COMPUTERS Specific Request(s) or Recommendation(s) & Background & Justification RECOMMENDATIONS Approve entering into a Maintenance Contract for Base 9 Maintenance/ Cooperative Contract for the Jail Management System, Serial Numbers 14458, 15360, and 1533361 computers with the Tandem Computers Incorporated. And authorize the County Purchasing Services Manager to execute, on behalf of the County, a contract with Tandem Computers, Incorporated, in the amount of $57,960. 00 for the period June 1, 1992 - May 31, 1993. FINANCIAL IMPACT• The cost for the annual Tandem Base 9 Maintenance for the Jail Management System and the Cooperative Maintenance Plan is $57 , 960. 00. The payments will be made from the approved Sheriff ' s Detention budget. REASONS FOR RECOMMENDATION/BACKGROUND: The County has acquired a Jail Management System computer, consisting of three Tandem Main CPU' s and associated work stations throughout the Sheriff- Coroner ' s Department. The system tracks inmates while in custody and maintains booking history files. The data maintained in this system is crucial to the entire county law and justice community. The Jail Management System replaced a 12 year-old Data General System. This system will connect to the County Network Computer system and provide information to several other county departments and city police departments in the near future. The first year ' s maintenance was provided as warranty coverage. Maintenance services beyond the warranty period is essential to ensure the continued uninterrupted operation of this system. The System hardware was in place in June 1991 and became operational in September 1991. The warranty period is now over and a maintenance contract for the system is needed to ensure the continued operation of the system. CONSEQUENCES OF NEGATIVE ACTION: Without a Maintenance Contract, there will be costly time delays in obtaining service for the system when such services are needed. This could have the direct impact of causing delays in processing inmates, ensuring their timely appearance in court, and their release. This system also tracks the booking fee-billing for the cities in Contra Costa County. In addition, the cost of repairs without a Maintenance Contract is expected to exceed the cost of the Maintenance Contract.
