MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: December 8, 1992 SUBJECT: East Central County Travel Corridor Area of Benefit (ECCTCAOB) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: AUTHORIZE the Public Works Director to expend funds in the ECCTCAOB for the County share of the Driftwood Drive extension in the West Pittsburg area. II. Financial Impact: The County has agreed to share the cost for the construction of the Driftwood Drive extension with the Developer of Subdivision 7597. Use of the ECCTCAOB funds will allow the Public Works Department to meet the obligation for the cost share. III. Reasons for Recommendations and Background: The Board of Supervisors created the East/Central County Travel Corridor Area of Benefit on September 16, 1986 with the intent to finance safety and capacity improvements of the travel corridor between Willow Pass Road in the City of Concord and Willow Pass Road in West Pittsburg. The Road Capacity Improvement Plan outlined in the Development Program Report for this Area of Benefit (AOB) states that the funds will be used to finance the roadway capacity improvements needed to relieve congestion and excessive travel delays on the East/Central County Travel Corridor over the next five years. The major project outlined in the Development Program Report was to add one west bound lane over the Willow Pass Grade. This project has now been completed and all the bills have been paid. Reasons for Recommendations and Background: (Cont.) The Government Code requires that funds collected be spent on the projects for which the funds were collected. The Development Program Report for this AOB states that the fee is being collected for improvements that will relieve congestion along the East/Central Travel Corridor. Subdivision 7597 has been required to construct a connection for Driftwood Drive to Evora Road to provide a parallel route to Highway 4 and Port Chicago Highway. The County is responsible for a portion of the total cost of this project. The Public Works Department recommends expending funds from the ECCTCAOB on the Driftwood Drive extension because it will provide a good alternate connection in the West Pittsburg area which will help relieve the congestion along Highway 4 as well as other existing local routes. This connection, along with the proposed Evora Road extension, will provide an emergency alternate access in case of a closure or accident along Highway 4. The Department feels that this extension is consistent with the intent of the AOB and will provide the best congestion relief for this area with the money available. The Board's Transportation Committee met on October 19, 1992 and reviewed this recommen- dation. They approved the recommendation and requested the Public Works Director to present it to the Board. IV. Consequences of Negative Action: If no action is taken the funds would remain in the ECCTCAOB accounts until another project is determined however funds must be programmed within five years or returned to the current property owners. Therefore, delaying a decision could result in loss of the funds.
