Bragdon T" `°U Director of Community Development DATE: November 17 , 1992 SUBJECT: Community Consultation Regarding Pacheco/Buchanan Field Redevelopment Plan SPECIFIC REQUEST(S) OR RECOMMENDATIONS-(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Adopt resolution authorizing the Executive Director of the Redevelopment Agency, or his designee, to consult with the Pacheco Municipal Advisory Council supplemented by two members of the Aviation Advisory Committee, residents, and community organizations during the process of preparing a Pacheco/Buchanan Field Redevelopment Plan, and determining that no statutory Project Area Committee need be formed. FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS The Redevelopment Agency desires to obtain input from the community in formulating a plan for the redevelopment of Pacheco/Buchanan Field. Because a proposed Pacheco/Buchanan Field Redevelopment Plan does not contemplate the displacement of a substantial number of low and moderate income families, a formal Project Area Committee is not necessary. Nevertheless, community input is essential. The recommended action will authorize Agency staff to consult with the community on redevelopment matters by designating the Pacheco Municipal Advisory Council, supplemented by two members of the County Aviation Advisory Committee, in an advisory capacity. Jim Kennedy 646-4076 cc: Community Development CAO ATTESTED �2,2 /9 y� County Counsel PHIL BATCHELOR, dLERK OF Public Works THE BOARD OF SUPERVISORS (Airport Manager, Director) AND COUNTY ADMINISTRATOR sra6/pmacbs.bos BY , DEPUTY ADDENDUM TO ITEM S. 2 ON THE DECEMBER 22, 1992 AGENDA Supervisor McPeak advised that she had asked that this item be placed on today' s agenda, rather than January 26, because she had learned that the people of Pacheco did not wish to be a part of any redevelopment proceeding and it was her intention to request the Board to terminate any redevelopment activity in the Pacheco area, and not establish a citizens ' advisory committee, and to return to the Airport Enterprise Fund any unused money from the loan. Supervisor McPeak requested staff to advise if there is any worth in pursuing redevelopment for only the airport, and not the rest of Pacheco, and directed that no further funds be expended until the Board has that report. Supervisor Powers advised that he wished to cooperate, and that it has been the Board' s policy not to place communities into redevelopment if they did not wish to have it, but that he was concerned about the airport. Supervisor McPeak MOVED to terminate proceeding with the redevelopment area that would include the community of Pacheco, that the Board not appoint a citizens ' advisory committee, that it suspend all further expenditures of funds from the Airport Enterprise Fund, and request staff to report back to the Board on the options for protecting the Airport, including how to proceed with any redevelopment agency for the airport alone which does not include Pacheco. The following persons appeared to comment on the proposal for a redevelopment agency in the Pacheco area: Roy Tomlin, 277 Sudan Loop, Pacheco representing the CC Mobile Home Association, appeared against. Donna Davidson, 1000 Temple Drive, Pacheco, appeared against. Wally O. Wiggs, 187 Freda Drive, Pacheco, appeared against. Hal Yeager, 89 Baylor Lane, Pleasant Hill read a letter previously sent to the Board. Joyce Jones, 45 Rutherford Lane, Pacheco, President of the Pacheco Town Council, opposed redevelopment. John Roscoe, 4457 Park Road, Benicia, speaking for the Customer Company, vigorously opposed redevelopment. There being no one else desiring to speak, the Chair asked for a vote on Supervisor McPeak' s motion. The motion passed unanimously with Supervisor Fanden absent. Supervisor Powers requested Jim Kennedy to come back to the Board on January 26, 1993 with a process for redevelopment of the airport excluding Pacheco.
