SUBJECT: DISPOSITION OF REFERRALS TO THE 1992 INTERNAL OPERATIONS
COMMITTEE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
. 1 . Remove from the Committee without further action by the Board
of Supervisors other than to request the Social Services
Director to keep the Board advised of any additional
discussion on this subject which take place, the referral on
family activities which might be conducted on days the County
does not meet Clean Air Plan standards .
2 . Removal as a referral to the Committee without further action
by the Board of Supervisors oversight of the proposal to
expand the Concord Convention and Visitors ' Bureau, other than
to request the County Administrator to report this item back
to the Board of Supervisors at such time as a response is
received from the Concord Convention and Visitors Bureau or
the County Administrator otherwise determines that further
involvement by the Board of Supervisors would be appropriate .

participate with the Mayors ' Conference and School Boards
Association in an Annual Government Efficiency Award.
This item was also referral to the City/County Relations
Committee and our Committee deferred to the City/County
Relations Committee, since their cooperation would be
necessary in order to make the proposal workable. The
City/County Relations Committee has discussed this issue and
has shown little interest in pursuing the issue because . of
lack of funding and staff resources .

4 . Remove as a referral to the 1992 Internal Operations Committee
and instead refer to the 1993 Internal Operations Committee
the letter from the Staff Consultant to the Paratransit
Coordinating Council suggesting changes to the membership of
the Council .
This matter has been on referral to the Committee and staff
has simply not had the opportunity to pull together all of the
staff resources necessary to properly report the matter to the
Committee. Staff will insure that this has a high priority
with the Committee early in 1993 .
5 . Remove as a referral to the 1992 Internal Operations Committee
and instead refer to the 1993 Internal Operations Committee
the feasibility of implementing a Contra Costa County Food
Policy for all County facilities and social functions .
This issue has only recently been referred to the Committee.
There has not been sufficient time for staff to obtain all of
the necessary input from various County Department Heads and
other staff which would be affected by implementation of such
a policy. It is, therefore, suggested that this matter be
reported back to the Board of Supervisor with the suggestion
that it be referred to the 1993 Internal Operations Committee
for consideration early in 1993 .
BACKGROUND:
Each year it is necessary to dispose of all matters which have been
referred to the Internal Operations Committee before the Committee
goes out of existence. Work on the above referrals cannot be
completed before the Committee goes out of existence on January 5,
1993 and the recommended actions are therefore being returned to
the Board of Supervisors for approval.

The following subject is on referral to the Internal Operations
Committee. This referral should be disposed of as follows :
Family activities which might be conducted on days the

1 . Please schedule this referral for a report to the Internal
Operations Committee on the following date:
November 30, 1992
December 7, 1992
December 14, 1992
January 4, 1993
2 . This is still a relevant referral for the Internal
Operations Committee. However, it cannot be ready
for presentation to- the Committee by January 4,
1993 . Please ask the Board of Supervisors to refer
the subject on to the 1993 Internal Operations
/ Committee.
3 . ✓ There is really nothing further for the Internal
Operations Committee to do on this referral at this
time. We would suggest that the referral be
reported back to the Board without further action.
At such time as it is appropriate for the Board or
a Board Committee to consider this matter again, we
will bring it to the Board' s attention.
4 . We are checking on the status of this subject and
will advise you by December 1, 1992 what action is
appropriate regarding this referral .

SUBJECT: REMOVAL OF REFERRALS FROM THE 1992 INTERNAL OPERATIONS
COMMITTEE
Additional referrals to the 1992 Internal Operations Committee can,
we believe, be recommended for removal from the Committee on
December 15, 1992, as noted below:
1 . Family activities which might be conducted on days the County
does not meet Clean Air Plan standards .
It is recommended that this referral be removed from the
Committee without further action other than to request the
Social Services Director to keep the Board advised of any
additional discussion on this subject which take place.
2 . Oversight of the proposal to expand the Concord Convention and
Visitors ' Bureau.
This referral has been held in the Committee awaiting a
response from the Concord Convention and Visitors Bureau to
the Board of Supervisors last proposal . None has been
received to date and it is, therefore, recommended that this
item be recommended for removal as a referral to the Committee
without further action by the Board of Supervisors other than
to request the County Administrator to report this item back
to the Board of Supervisors at such time as a response is
received from the Concord Convention and Visitors Bureau or
the County Administrator otherwise believes further
involvement by the Board of Supervisors would be appropriate
or helpful .
