Our Committee has carefully reviewed the recommendation of staff and the qualifications of the nominated candidate, as well as the distribution and balance of the PIC. Based on this review, we believe that the above recommendation will provide the best possible balance to the PIC, and we urge the Board to approve our recommendation. The vacancy is a result of the resignation of David Rossi of Prints Plus, who had to resign due to business commitments, a copy of his resignation letter is attached. The PIC consists of 20 members of the following composition: Business 12 Community Based Organization 1 Education 2 Economic Development 1 Labor 2 Public Employment Service 1 Rehabilitation 1 The JTPA legislation requires the Board make its appointments from among individuals nominated by organizations represented by each category. The composition of the PIC is subject to review by the Governor, who periodically certifies that our PIC is consistent with Federal and State legislation. State legislation requires PIC vacancies to be filled by the Board within 60 days. Attached is a list of nominees. After review, the PIC Chair and Executive Committee request the Board to specifically consider Patricia D. Porter, Human Resources Director for American Presidents Inc. Her appointment would maintain the current PIC business representation balance of 50/50 large/small private for profit firms - all the other applicants are from small business. The Executive Committee also felt it would be advantageous to have the Personnel Director from a large East Bay employer on the PIC. Miner, Executive Director Contra Costa County Private Industry Council 2425 Bisso Lane, Suite 100 Concord, CA 94520 Dear Art: Regrettably, I find it necessary to submit my resignation from the position of Director on the Contra Costa County Private Industry Council (PIC) . I realize you have just gone through the renewal of the terms for the members of the council, and I had hoped that I could work out my business schedule to allow me to continue to serve; however, the reality of the current economic state of affairs at my organization, including staff reductions, necessitates my added involvement, which dramatically limits my ability to preform any outside services. It certainly has been obvious over the past several months, by my conspicuous absence at PIC meetings, that despite my good intentions I have not been able to perform my responsibilities adequately. I apologize to you and to the members of the council if my absence has caused any hardship for others. Naturally, my decision to withdraw from membership is also, predicated on the fact that if I cannot perform to the level necessary to competently discharge my responsibilities, then I should not occupy an active spot on the council. I would like to express my appreciation to you and the Board of Supervisors for giving me the opportunity to serve the community. Also, I _would like to express my appreciation for all the hard work of the staff, particularly Bob Whatford, with whom I worked most closely on the Planning Committee over the last few years.
