SUBJECT: APPROVAL OF THE HOUSING ELEMENT GENERAL PLAN AMENDMENT
(8-92-CO)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RATIONS:
Approve the proposed amendment to the Housing Element(8-92-CO)of the County General Plan and place
it within a consolidated amendment for 1992.
FISCAL IMPACT:
The major costs of the plan amendment have already been absorbed.
BACKCROIM/REASONS FOR RECOIyIIyIENDATIONS:
The County adopted a Housing Element in January 1991 as required by State Planning Law and as part of the
General Plan Review program. Since that time, the State Housing and Community Development Department has
provided additional guidance to the County regarding compliance with the State's technical requirements to achive
certification. Staff has revised the Housing Element per the State's recommendations. The revised element is now
before the Board for approval.

This is the time heretofore noticed by the Clerk of the Board for
hearing on the recommendation of the Contra Costa County Planning
Commission on amendments to the County General Plan Housing Element,
making certain technical changes to the Housing Element that respond
to State Department of Housing and Community Development review
comments.
James Kennedy, Director of Redevelopment, presented the staff
report on the proposed amendment to the Housing Element of the County
General Plan.
The following person appeared to speak:
Ruth Britt, 20 Robbins Place, Alamo, representing the Alliance
for the Mentally Ill, spoke on the need for affordable housing for the
mentally diabled, and requested that they be included in the housing
element.

Mr. Kennedy responded that the draft of the housing element
includes language documenting the mentally and developmentally
disabled population and provides for a host of programs intended to
address the housing needs of the special needs population.
Supervisor Powers moved the adoption of the recommendation.
IT IS BY THE BOARD ORDERED that Resolution No. 92/854 approving
the proposed amendment to the County General Plan Housing Element is
ADOPTED; and that the amendment will be placed within a consolidated
amendment for 1992.

RESOLUTION OF THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS,'STATE
OF CALIFORNIA, ADOPTING AN AMENDMENT TO THE COUNTY GENERAL PLAN
HOUSING ELEMENT
WHEREAS, the provision of adequate and affordable housing is a major issue
confronting Contra Costa County; and
WHEREAS, state law requires cities and counties to include Housing Elements in their
General Plans to address the provision of adequate, affordable shelter, and provides guidelines
for their preparation; and
WHEREAS, the County's Housing Element, which was adopted in 1991, was reviewed
by the California Department of Housing and Community Development for compliance with state
law; and
WHEREAS, the State Department of Housing and Community Development has provided
the County with a review letter dated July 23, 1991 reflecting technical requirements necessary
to achieve state certification of the Housing Element; and
WHEREAS, staff drafted proposed technical amendments that respond to issues raised
by the California Department of Housing and Community Development; and
WHEREAS, the proposed Amendment to the Housing Element has been determined to
be exempt,pursuant to Section 15061(b)(3)of the California Environmental Quality Act(CEQA)
Guidelines; and
WHEREAS, the County Planning Commission conducted a noticed public hearing on the
draft Amendment to the Housing Element on December 8, 1992, during which all who wished
to testify or submit written comments had the opportunity to do so; and
WHEREAS, the Planning Commission fully reviewed, considered and evaluated all the
testimony and evidence submitted in this matter, and has recommended Board of Supervisors
approval of the Amendment to the Housing Element; and
WHEREAS, the Board of Supervisors conducted a noticed public hearing on December
15, 1992, and considered all evidence and testimony submitted in this matter;
NOW THEREFORE BE IT RESOLVED that the Board of Supervisors of Contra Costa
County approves the Amendment to the Housing Element of the General Plan in substantially
the form presented at this meeting; and

BE IT FURTHER RESOLVED that the Director of Community Development is
authorized and directed to submit to the State Department of Housing and Community
Development the Amended Housing Element.
Adopted by the Contra Costa County Board of Supervisors on Tuesday, December 15,
1992 by the following vote:
AYES: Supervisors Powers , Torlakson and Schroder
NOES: None
ABSENT: Supervisors Fanden and McPeak
ABSTAIN: None
