SUBJECT: Establishment of Revenue Task Force
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
ADOPT the report of the Finance Committee and ESTABLISH the Revenue Task Force, as
recommended by the Finance Committee.
BACKGROUND/REASON(S) FOR RECOMMENDATIONS:
The Board of Supervisors referred the development of a Revenue Task Force to the Finance
Committee. The objectives of the task force would be:
Review existing revenue sources to determine if there is a potential to raise additional
revenue
Examine potential revenue sources to determine if they can be used to raise additional
revenue.
The task force would act as a resource to the Finance Committee in their analysis of fiscal matters
relating to the FY 93-94 budget. It is anticipated that the task force would convene in January, 1993
and complete its work by April, 1993.

To ensure a wide range of expertise and perspectives on the task force, the Finance Committee
recommends the membership as follows:
Two members — Employee organizations (Local One and American Federation of State,
County and Municipal Employees [AFSCME]).
One member — Contractor's Coalition.
Two members — Council of Chairs.
One member — Taxpayers' Association.
One member — PG & E.
Three members — Business (one each from industrial association, chambers of commerce
and Contra Costa Council).
One member — County Administrator's Office
County staff will work with each of these organizations on the appointment of representatives.
