BRAGDON Contra DIRECTOR OF COMMUNITY DEVELOPMENT - Costa DATE: DECEMBER 15, 1992 - - County SUBJECT: ACKNOWLEDGE THE WORK OF THE CONTRA COSTA PLASTICS RECYCLING TASK FORCE; ACKNOWLEDGE THE DISBANDING OF THE TASK FORCE AND DISTRIBUTE CERTIFICATES OF APPRECIATION TO ITS MEMBERS SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Express appreciation to the Plastics Recycling Task Force for their time and effort in developing the Plastic Resin Recyclability Index and the Materials Diversion Ordinance. Acknowledge completion of the Plastics Recycling Task Force's charge and its disbanding as of December 1992 . Direct staff to distribute Certificates of Appreciation to the members of the Plastic's Task Force in recognition of their work. FISCAL IMPACT None to the General Fund. BACKGROUNDIREASONS FOR RECOMMENDATIONS In May of 1989, the Plastics Committee of the Solid Waste Commission submitted to the Board, a report on plastics in the waste stream. The report included recommendations on strategies for reducing plastics in the waste stream, including plastics recovery and recycling for all municipal curbside recycling programs (to include PET, HDPE, LDPE, polysytrene, polyvinyl chloride, and polypropylene) , extraction of waste plastics at all transfer stations, and the phasing out of the manufacture of plastics if the goals established by the Plastics Committee were not met. In response to the report of the Plastics Committee, the Board established the Contra Costa County Plastics Recycling Task Force, to study issues relative to landfill disposal of plastics, and recycling alternatives to such disposal. This includes the completion of the Plastic Resins Recyclability Index, which provides a method for determining the recyclability of plastic resin based upon measurable factors such as market availability and economics, collection and consumer convenience and processing capability , and the Materials Diversion Ordinance. The Task Force, having fulfilled the charge of the Board of Supervisors by completing its tasks, and with no further issues to address has agreed to disband as of December 1992 . The Plastics Recycling Task Force, consists of City, Industry, Business, Environmental, and Community members, developed the Plastic Resin Recyclability Index and the Materials Diversion Ordinance. The information derived from the index was used to develop the Materials Diversion Ordinance. Since the Task Force was appointed, the following individuals are recognized as having given many hours of their time and expertise in addressing the issues of plastic recycling: Council Member Rosemary Corbin, City of Richmond Sue McNulty-Rainey, Central Contra Costa Sanitary District John Marshall, Dow Chemical Corporation Richard Gamble, Council for Solid Waste Solutions Sil Garaventa, Jr. , Mt.
