Spooner, Contracts Administr Costa DATE: November 30, 1992 County SUBJECT: Approval of Contract Amendment Agreement #22-379-1 with Community Alert Network SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chair, Board of Supervisors, to execute on behalf of the County, Contract Amendment Agreement #22-379-1 to amend Standard Contract #22-379 with Community Alert Network, an operating division of Automated Communications, Incorporated, effective October 1, 1992, to modify the Contract Payment Provisions, with no change in the payment limit of the Contract. II. FINANCIAL IMPACT: This Amendment modifies the Contract Payment Provisions only, and does not change the Contract Payment Limit of $321,779 for the five-year term of the Contract. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On May 7, 1991, the Board of Supervisors approved Standard Contract #22- 379 with Community Alert Network, an operating division of Automated Communications, Incorporated, for the period from July 1, 1991 through June 30, 1996, for provision of emergency community notification services. One of the services which the Contractor provides is computer line ' calling for which the Contractor charges the County $60. 00 per hour. The use of this service is linked to emergency response situations wherein the number of calls needed to inform the public of a danger or impending danger is unknown. Because this is a newly contracted service with no history, at the time the Contract was negotiated, a $5, 000 payment limit for this service seemed reasonable 'and was, therefore, included in the Contract Payment Provisions. However, two major incidents, happening fairly close together, demonstrated the need to have some flexibility in the Contract Payment Provisions, while not exceeding the Contract Payment Limit. Approval of Contract Amendment Agreement #22-379-1 will remove the arbitrary payment limit from the computer line calling services and allow the Contractor to provide additional calling time as requested by the County when emergencies arise.
