SUBJECT: Approval of the Fiscal Year 1992-93 Drug Abuse Program Plan and
Budget and the Alcohol Program Plan and Budget
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
A. Approve the Contra Costa County Drug Abuse Program Plan and
Budget and the Alcohol Program Plan and Budget for FY 1992-93 ;
B. Authorize the Health Services Director or his designee (Chuck
Deutschman) to execute on behalf of the County the Certification
pages (ADP-7125) in the Plans; and
C. Authorize the Health Services Director or his designee to submit
said Plans and Budgets to the State Department of Alcohol and
Drug Abuse Programs.
II. FINANCIAL IMPACT:
Approval of the Alcohol Program Budget and the Drug Abuse Program
Budget will provide third party revenues to the County in the
following amounts:

III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
During previous years, the Board of Supervisors has approved the Drug
Abuse and Alcohol Program Plans and Budgets in response to the
substance abuse crisis. Contra Costa County has provided substance
abuse program services for the past twenty-two years and has in that
time addressed the prevention, intervention and treatment needs of
County residents. The Plans for Fiscal Year 1992-93 show an increased
and continued commitment to provide drug and alcohol abuse services in
the County.
Your Board's approval of the Fiscal Year 1992-93 Drug Abuse Program
Plan and Budget and the Alcohol Program Plan and Budget is required by
the Health and Safety Code (Section 11983 . 1) in order for these County
programs to receive State and Federal funds for this fiscal year.
These Annual Plans and Budgets for FY 1992-93 were reviewed and
recommended for approval by the County's Substance Abuse Advisory
Board.
