SPECIFIC REQUEST(S) OR RECOMMENDATIONS) &BACKGROUND AND JUSTIFICATION
I. Recommended Action'.
A. APPROVE and AUTHORIZE the submittal of the following Transportation Development
Act (TDA) applications, Article 3, Bike/Pedestrian.

1. A pedestrian/bike trail in the EBMUD and County right-of-way from Riverside Drive
to the intersection of Port Chicago Highway/Willow Pass Road, in West Pittsburg.
2. A pedestrian sidewalk on Concord Boulevard 350 ft westerly to Ayers Road in
Concord.
3. Rodeo waterfront bike lanes along San Pablo Avenue, from the Marina to the
Unocal south gate signalized intersection, in Rodeo.
4. A bicycle safety education program to be administered by the Contra Costa Health
Services Department.
5. Update and complete the Countywide Bikeway Plan. This plan to be completed
by the Community Development Department.
B. AUTHORIZE the'Countywide Bicycle Advisory Committee to make recommendations to
the Board of Supervisors regarding the adoption of the Countywide Bikeway Plan.

II. Financial Impact:
TDA funding will be applied for 100% of the estimated project costs for the three bike/pedestrian
projects. The total costs are: West Pittsburg Bike/Pedestrian trail, $85,000; Concord Boulevard
Sidewalk, $57,000; and',the Rodeo Bike lanes, $96,300.
TDA funding will be applied for 100% of the Bicycle Safety Education Program and the
Countywide Bikeway Plan. Total program cost is estimated at$80,700 and$11,500 respectively.
III. Reasons for Recommendations and Background:
The TDA process allows for the County to apply for one project each from the East, West and
Central parts of Contra]Costa County. TDA also permits the County to apply for Countywide
safety education projects. Based on community support, public safety, and readiness for
implementation the aforementioned projects were selected as each area's top candidates.
All three pedestrian/bicycle pathways are consistent with the County General Plan Bikeway
goals.
The pedestrian/bike trail within EBMUD and County right-of-way will be a feeder trail segment
that ties into the Delta-DeAnza Trail at the intersection of Willow Pass Road and Port Chicago
Highway. County Public Works is presently redesigning the intersection with Redevelopment
funds.
The Concord Boulevard sidewalk will provide safer pedestrian access along Concord Boulevard
by extending the existirjtg sidewalk improvements to the Ayers Road crosswalk. The sidewalk
extension will eliminate vegetation obstacles that force pedestrians onto the shoulder of
oncoming traffic. This is a route to Ayers Elementary School.
The bike lanes along the waterfront in Rodeo are a part of the North Contra Costa County
Shoreline Corridor Feeder Trails Plan. The plan eventually will link Rodeo to Crockett with Class
II Bike lanes.
The bicycle safety education project will be managed by the County's Health Services
Department. Bicycling professionals will teach children about bicycle maintenance, riding skills,
and the importance of helmet use. Bicycle helmets will also be distributed with these funds. The
safety of young bicyclists will improve as a result of this project.
The Contra Costa Bikeway Plan, begun in 1990, will be updated and completed by the
Community Development Department with the assistance of the Countywide Bicycle Advisory
Committee. The plan will include a review of existing bikeway facilities in the County, including
bike routes, lanes, paths/trails, current funding sources, and proposed bikeways.
The Transportation Committee has reviewed and approved these five TDA projects.
IV. Consequences of Negative Action:
Failure to approve these projects will eliminate a potential funding source and delay implementa-
tion of the County's General Plan as it relates to pathways.
