WHEREAS the Board of Supervisors of Contra Costa County adopted Resolution
92/107 on March 3, 1992 setting salaries and benefits for Management and
Unrepresented employees for the 24 month period October 1, 1991 to September 30,
1993; and
WHEREAS negotiated salary agreements have been adopted for all major employee
organizations which in some cases contain special equity increases or benefit
adjustments for represented classes affecting related managers addressed herein;
and
WHEREAS.the County Administrator has recommended that adjustments be made to
certain management and unrepresented classifications to (1) restore appropriate
differentials with subordinate represented classifications, (2) grant necessary
equity increases, and (3) initiate necessary corrections and amendments to
compensation provisions in Resolution 92/107; NOW THEREFORE:
The Contra Costa County Board of Supervisors Resolves That effective on the dates
indicated, salary and benefits for Management and Unrepresented classes
enumerated in Resolution 92/107 are amended as follows:
1. Accountant/Auditor Spinoff. Effective on the date indicated, the Management
and Unrepresented professional Accounting, Auditing and fiscal-related
classifications listed below shall receive adjustments as specified.

2. Effective on the dates indicated, Management and Unrepresented Nursing and
medical-related classes listed below shall be increased by the number of levels
as shown.
Lump Sum Payment. Employees in classes listed below who are subject to a
salary increase retroactive to the date of adoption of this Resolution shall be
paid a lump,sum payment in lieu under the general procedures described in
Section IB of Resolution 92/107. Payment date shall be subject to conditions
imposed by the Auditor-Controller.

3. Management Status for Professional Accountants and Auditors. Effective
January 1, 1993 the following Unrepresented classifications shall be
designated as Management and employees shall be eligible for those benefits
and rights enumerated for Management employees in Resolution 92/107 and in
previous related management compensation resolutions.

4. Assessor's Educational Achievement Differential. Effective January 1, 1993
Section III.J (subject as above) of Resolution 92/107 is amended to allow a
monthly differential of $50 for possession of the appropriate educational
certificate under conditions specified therein for designated Assessor's
Department Management classes.
5. Civil Engineer Professional Development Allowance. Effective January 1, 1993
Section V.Q (Professional Development) of Resolution 92/107 is amended to
add the following sentence: "Management employees in the classes of Associate
Civil Engineer (NKVC), Senior Civil Engineer (NKHA) and Supervising Civil
Engineer (NKGA) shall be eligible for, in addition to the $150 per fiscal year
general allowance, a supplemental amount of $70 per fiscal year (total $220)
to retain parity with subordinate represented professional civil engineers."
6. Real Property Agent Advanced Certificate Differential. Effective January 1,
1993 Section III.M (subject as above) is amended to increase the authorized
monthly differential from 2.5% to 5.0%of monthly base salary under conditions
described therein.
7. Personal Protective Equipment. Effective January 1, 1992 Section V.E
(subject as above) of Resolution 92/107 is amended to increase the amount of
reimbursement for safety shoes in calendar year 1992 from $60 to $170.
Effective January 1, 1993 this amount shall be increased from $70 to $80 for
calendar year 1993.
8. Professional Accounting Differential. Effective January 1, 1993 Section III.C
(subject as above) of Resolution 92/107 is amended to delete the requirement
that eligibility for this differential is at the discretion of the Department
Head.
9. Podiatrists/Optometrists Unrepresented Status. During formal recognition in
May 1992 of the Contra Costa Physicians' Union, these previously informally
represented classes were taken out of the bargaining unit and assigned
Unrepresented status. However, salary ties to represented Exempt Medical
Staff Physicians are maintained, as are some special medical related
entitlements. Therefore, effective October 1, 1991 and July 1, 1992 the
classes of Exempt Medical Staff Podiatrist (VPS2) and Exempt Medical Staff
Optometrist (VPS1) shall be increased 30 levels and 20 levels on the T1 salary
schedule respectively. In addition, incumbents in these classes shall continue
to be eligible under terms of this Resolution for Educational Leave as provided
in Resolution 89/741 Section 9; Malpractice coverage as provided in Resolution
89/741 Section 11 and Paid Personal Leave as provided in Resolution 92/528.
All other benefits and coverages afforded Unrepresented employees in
Resolution 92/107 shall apply to these classes.

increase retroactive to the date of adoption of this Resolution shall be paid a
lump sum payment in lieu under the general procedures described in Section
IB of Resolution 92/107. Payment date shall be subject to conditions imposed
by the Auditor-Controller.
10. Holiday Pay for Nursing Shift Coordinator. 'Effective December 16, 1992 the
following language is added as Section T of Part V. of Resolution 92/107:
"Permanent part-time and permanent-intermittent employees in the class of
Nursing Shift Coordinator who work on a holidary shall receive overtime pay
or compensatory time credit for all hours worked, up to a maximum of eight (8)
hours. Limited term employees in the class of Nursing Shift Coordinator who
work on a holiday shall be compensated at one and one-half times the hourly
rate for all hours worked, up to a maximum of eight (8) hours.
