HomeMy WebLinkAboutMINUTES - 12151992 - 1.38 i �. 3Tr TO: BOARD OF SUPERVISORS `...........sE'L Contra FROM: Phil .Batchelor, County Administrator Costa g s DATE: December 10, 1992 County sr;(Cf SUBJECT: APPOINTMENT OF SUPERVISOR TOM TORLAKSON TO SERVE ON THE DELTA PROTECTION COMMISSION SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I RECOMMENDATION: APPOINT Supervisor Tom Torlakson to the Delta Protection Commission pursuant to the provisions of Public Resources Code Section. 29735 (a) as added by SB 1866 (Chapter 898, Statutes of 1992) . BACKGROUND: The Board of Supervisors co-sponsored SB 1866 in 1992 . This bill, which was authored by Senator Patrick Johnston, enacted the Delta Protection Act of 1992 . The Act creates the Delta Protection Commission, which is charged with preparing and adopting, by July 1, 1994, a comprehensive long-term resource management plan for land uses within the primary zone of the Sacramento-San Joaquin Delta. Thereafter, the Commission is to review and maintain the Resource Management Plan. The Plan is designed to protect and preserve the quality of renewable resources, the viability of agriculture, delta dependent fisheries, riparian and wetlands habitat, water quality in the delta, open-space and outdoor recreational opportunities . In addition, the Plan must promote strategies for the funding, acquisition, and maintenance of voluntary cooperative arrangements,. such as conservation easements, between property owners and conservation groups that protect wildlife habitat and agricultural land, while not impairing the integrity of levees, and other specified matters . Also, the Plan must include a strategy for the implementation of a coordinated marine patrol system throughout the Delta which will improve law enforcement and coordinate the use of resources by all jurisdictions to ensure an adequate level of public safety. Among these members are "one member of the board of supervisors of each of the five counties within the delta whose supervisorial district is within the primary zone. . . " . The five counties are Sacramento, Yolo, San Joaquin, Solano and Contra Costa. Supervisor Torlakson' s district is the only one which includes a portion of the "primary zone" as defined in the law as "the delta land and water area of primary state concern and statewide significance which is situated within the boundaries of the delta, as described in Section 12220 of the Water Code. . . " . The law provides that the appointment be made by the Board of Supervisors . Senator Johnston' s office has urged the Board of Supervisors to make its appointment as soon as possible, since the first meeting of the Commission is being scheduled for the third week of January, 1993 . It is therefore recommended that the Board of Supervisors appoint Supervisor Torlakson to this most important Commission. 1 i -2-
