I. Recommended Action:
ACCEPT the Public Works Director's report regarding the concerns of residents in
Subdivision 7040.
II. Financial Impact:

III. Reasons for Recommendations and Background:
By its order of June 16, 1992, the Board requested the Public Works Director to report on this
date addressing the residents' concerns with regard to various aspects of the subdivision
improvements.
The Public Works Department staff has continued monitoring the performance of street pavement
and curb drainage. On November 30, 1992 a field inspection of Subdivision 7040 was performed
by department staff. During this inspection it was noted that the standing water problems,
referred to in Gail Johnson's June 1, 1992 letter, have disappeared in some areas and remained
in others. It is still our belief that most of the water is coming from overwatering on the lots
themselves. On the flat grades (permitted by the Ordinance Code) the slight flow, combined with
minor amounts of debris, produces some algal growth. In areas of less watering the curbs have
a chance of drying, thus presenting no problem. We have no knowledge of any underground
water source, nor are we aware of any findings by the homeowners' consultant. The slurry seal
that was applied prior to acceptance is wearing in a normal fashion and should perform as
expected. The Department's staff will continue monitoring the subdivision's street improvements
and all justifiable repairs will be made by the developer prior to the expiration of the one-year
warranty. We expect to perform the 1-year warranty inspection in May, 1993.

The detention basin improvements have been accepted by the Flood Control District in
agreement with the Subdivider and with the concurrence of the Department of Fish and Game
and the Army Corps of Engineers. All work and its maintenance is now the District's
responsibility.
Grading was done and the soundwall constructed under the supervision of the Building
Inspection and Community Development Department, respectively. We understand that all work
has met their requirements.
Since the last contact, some time in June, 1992, the Public Works Department has received no
more communications from the residents in Subdivision 7040. It is hoped that the current
conditions are satisfactory to them.
