SUBJECT., EXPLORE THE FEASIBILITY OF PRODUCING REFUSE DERIVED FUEL IN
MATERIAL RECOVERY CENTERS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Refer to the Environmental Affairs
Committee and the Community Development Department to explore the
feasibility of installing technology at our material recovery centers
to produce a clean and viable waste fuel. Direct Community
Development staff to examine the feasibility of this technology and
the costs associated with it.
BACKGROUND INFORMATION: As planning proceeds for the
material recovery center/transfer stations in Contra Costa County, it
is important to consider the market useability of waste paper that
cannot be recycled and the potential market for paper cubes for
energy.
There is currently a shortage of wood waste for energy
production. Refuse derived fuel could help supplement this market
while saving space at our landfill .
One investor is looking into retooling the Gaylord papermill
boilers to process 400,000 tons a year of such clean burning fuel.
