HomeMy WebLinkAboutMINUTES - 11191991 - H.4 H. 4 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on November 19, 1991 by the following vote : AYES : Supervisors Fanden, Schroder, McPeak, Torlakson and Powers NOES : None ABSENT: None ABSTAIN: None ----------------------------------------------------------------- ----------------------------------------------------------------- SUBJECT: Hearing On Rezoning Request 2957-RZ, Development Plan 3015-91 and Subdivision 7661, Paul Chahin and Gene Dolan, Pinole Area. This is the time heretofore noticed by the Clerk of the Board of Supervisors for hearing on the recommendation of the Contra Costa County Planning Commission on the request by Paul Chahin (applicant) and Gene Dolan (owner) for approval to rezone 4 . 5 acres of land from Single Family Residential (R-6/6000 square feet minimum lot size) and Retail Business (RB/3 , 500 square feet lot size) with a variance for 4 . 5 acres (5 acres required) to a Planned Unit District (P-1) for 32 single family detached lots (2957-RZ) , and for approval of a Final Development Plan (3015-91) for a 32 unit detached single family residential project, and for approval of a tentative map (Subdivision 7661) to divide 4 . 5 acres into 32 lots with a minimum lot of 4 , 050 square feet in the Pinole area. Dennis Barry, Community Development Department, presented the staff report on the applications and Planning Commission recommendation for 31 lots rather than the requested 32 , described the site location and he read the staff recommendations as listed. The following persons presented testimony: Paul Chahin, 1352 Fountain Springs, Danville, applicant, representing Chainco Land Development, expressed concurrence with staff and their report and commented on annexation to Pinole; Nancy Reed, 2019 Murphy Drive, San Pablo, expressed concerns about removing barricades at dead end streets, Murphy and Dublin Streets . Supervisor Fanden requested clarification of the Planning Commission recommendation on the removal of the barriers . Mitch Avalon, Public Works Department, commented on the issues of the median barrier on San Pablo Avenue, moving the entrance to the east, and the requirement of a right in, right out only and no break in the median island. Supervisor Powers advised that he would like to visit the site . Supervisor Fanden spoke in favor of the development but requested that the issue of the removal of the barricades be resolved, and requested that the developer and Mrs . Reed meet and try to work out a compromise . The Board discussed the matter. IT IS BY THE BOARD ORDERED that the hearing is CLOSED; and decision is DEFERRED to December 3 , 1991 decision calendar on the request of Paul Chahin and Gene dolan for approval of rezoning application 2957-RZ, Final Development Plan 3015-91, and tentative map for Subdivision 7661 in the Pinole area.
