Rydingsword, Director z Costa Social Service Department County *� DATE: Trq c6uK� November 12, 1991 SUBJECT: Greater Avenues for Independence (GAIN) Recognition Day SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION Background: GAIN, an education, training, and employment program, has been operating in Contra Costa County since May, 1988. In 1989 the federal JOBS program was incorporated into the California GAIN program. Since the implementation of GAIN in Contra Costa County, approximately 8,000 individuals have been referred to the program. Due to budget constraints, the program can currently serve only 1500 individuals. In 1990, six GAIN participants were chosen by the GAIN staff to be recognized for their outstanding achievements while participating in GAIN. Those six have continued to show outstanding accomplishments. Four of them have become employed and are fully self-sufficient. The other two are nearing their goal of self-sufficiency. This year we are again honoring six GAIN participants who have illustrated high motivation and outstanding achievements. Recommendation: November 19, 1991 shall be designated as GAIN Recognition Day in honor of all GAIN participants and GAIN staff. And, specifically, to honor six current GAIN participants for their outstanding achievements.
