RECOMMENDED ACTION: The following Recommendations for an EMERGENCY WINTER RELIEF PROGRAM FOR HOMELESS SINGLE ADULTS are presented pursuant to Government Code Section 26227 and Board of Supervisors Resolution 91-608: A. DECLARE AND FIND, pursuant to Public Resources Code Section 21080 (b) (4) that providing temporary shelter at 2047 Arnold Industrial Way, Concord for the winter months of December 1991, through March 1992, is necessary to prevent or mitigate an emergency, as defined in Public Resources Code Section 21060.3, thereby exempting such action from -the requirements of the California Environmental Quality Act (CEQA) as an emergency project. B. DECLARE AND FIND, pursuant to Public Resources Code Section 21080 (b) (4) that the continued temporary use of trailers for housing the homeless of the County at 847 Brookside Drive, Richmond, during the period from December 1, 1991 through March 31, 1992, is necessary to prevent or mitigate an emergency, as defined in Public Resources Code Section 21060.3, thereby exempting such action from the requirements of the California Environmental Quality Act (CEQA) as an emergency project. C. AUTHORIZE the General Services Department to negotiate, on behalf of the County, a lease with purchase option for 2047 Arnold Industrial Way, Concord for use as an emergency shelter for single homeless adults. D. AUTHORIZE the Executive Director of the Housing Authority with respect to the 2047 Arnold Industrial Way property, to execute a five year lease with , purchase option to: a. Commence with design planning and appropriate rehabilitation activities for the property selected for use as a homeless shelter, taking into account the immediate need and the emergency declaration herein stated. b. Develop Winter Relief Program Rules and Procedures which will include the following: i . Emergency shelter for capacity of 100 single adults. ii . Separate living areas for single men and single women. iii . Twenty-four hour program model which includes employment assistance, case management, shuttle transportation on and off site, off-site screening, and rules for disqualification. E. DIRECT the Director of Community Development to commence a study of the proposed site at 2047 Arnold Industrial Way, Concord under the California Environmental Quality Act (CEQA) for use a.s a permanent emergency shelter, notwithstanding the emergency action recommended. F. DIRECT AND AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa, on behalf of the County to execute an Amendment of Contract No. 20-893 with Shelter, Inc. to extend the operation of the 45 bed temporary trailers for housing homeless individuals in North Richmond from December 1, 1991 to March 31, 1992. G. APPROVE sending a letter to Mayors of Contra Costa County cities requesting their assistance and collaboration in the implementation of the winter relief effort. II. FINANCIAL IMPACT: $300,000 in General Fund dollars have been budgeted for an anticipated Central County Emergency Shelter which could be applied to the cost of operating a winter shelter program that would be operational by December. Additional potential funding sources for the winter relief effort include $50,000 from FEMA and solicitations from the cities. Emergency rehabilitation costs are anticipated to be $235,470. Winter Relief program operations are projected at $493,041. Additional funds needed to implement the program are $378,511. III. BACKGROUND: A. Specific actions necessary to prevent or mitigate an emergency are exempt from the requirements of CEQA. B. The reasons for declaring and finding that the establishment of an emergency shelter for single homeless adults at 2047 Arnold Industrial Way, Concord and the continued temporary use of trailers for housing the homeless at 847 Brookside Drive, Richmond as emergency projects exempt from the requirements of CEQA are as follows: 1. Contra Costa County has a 56-bed facility for homeless single adults at 845B Brookside Drive, Richmond. This facility is currently at capacity. 2. The trailers at 847 Brookside Drive, Richmond have 45 beds and are currently at capacity. This facility is scheduled to close November 30, 1991. 3. During the 1990-91 Winter Shelter Program, Contra Costa County provided 168 beds for single homeless adults in three facilities. One of these facilities, the Seimen Building in Walnut Creek, provided 100 beds for homeless single adults from central and east Contra Costa County. The Seimen Building is not available for use by Contra Costa County during the 1991-92 winter. It ceased operations on May 31, 1991. 4. The continued use of the trailer shelter at 847 Brookside Drive, Richmond will maintain the availability of 45 beds for homeless indigent county residents seeking shelter. 5. The establishment of a temporary homeless shelter at 2047 Arnold Industrial Way, Concord will make 100 beds available for homeless indigent County residents seeking shelter. 6. Based upon last years usage, these beds will be necessary if the County's facilities for homeless persons are to be maintained 'during the coming winter. ATTACHMENT A ATTACHMENT TO BOARD OF SUPERVISORS ACTION ON NOVEMBER 19, 1991 The Board of Supervisors also found the following reasons for declaring and finding that the establishment of an emergency shelter for single homeless adults at 2047 Arnold Industrial Way, Concord is an emergency project exempt from the requirements of CEQA: 1 . The County had intended to use another site as a homeless shelter, but the plan to use that site fell through suddenly and the County has been unable, up to this time, to develop an alternative site for shelter purposes . 2 . The County has persistently attempted to find sites for a homeless shelter, but those attempts have been unsuccessful. 3 . The County lacks a homeless shelter site for the central county area, and needs a shelter in the central county area this winter. 4 . The use of National Guard armorie§ as homeless shelters has been rejected by cities in which armories are located. All actions authorized herein by the Board of Supervisors shall be carried out on behalf of the County. Insert and" after "lease with purchase option" in section I .D. RECOMMENDATION AUTHORIZE the Director of General Services to EXECUTE, on behalf of the County, a Lease with the Motheral Family Trust for the premises at 2099 Arnold Industrial Way, Suite D, Concord, for occupancy by the Housing Authority, under the terms and conditions more particularly set forth in said Lease. DETERMINE that the above project is a. Class lA Categorical Exemption under the California Environmental Quality Act. DIRECT the Director of the Community Development Department to FILE a Notice of Exemption with the County Clerk. II. FINANCIAL IMPACT Payments required are to come from the Housing Authority. III. REASONS FOR RECOMMENDATIONS/BACKGROUND Provide office and warehouse space as requested by the Housing Authority.
