Impact Report on the Bailey Road Interchange Improvements. SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Approve and authorize the Director of Community Development to execute a contract amendment agreement with Public Affairs Management for Environmental Impact Report on the Bailey Road Interchange Improvements. FISCAL IMPACT Funding for the $5, 382.12 cost of the amendment is available from agreements between Contra Costa County, the Contra Costa Transpor- tation Authority and BART. There will be no impact on County General Fund monies. BACKGROUND/REASONS FOR RECOMMENDATIONS Under Measure "C", the Contra Costa Transportation Authority is the responsible agency for the Highway 4/Bailey Road Interchange Improvements. Based upon Caltrans approval and cooperative agreement between the County and the Transportation Authority, the County is serving as the Lead Agency for the project and is providing the environmental studies required under CEQA. CONSEQUENCES OF NEGATIVE ACTION Without authorization for the contract amendment, the project cannot proceed. CEQA (California Environmental Quality Act) requires that an environmental impact assessment be completed.
