SPECIFIC REQUESTS) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION a I. RECOMMENDED ACTION: Authorize the Director of the Office of Revenue Collection to enter into an agreement with Shelter Inc. to collect past due accounts for emergency financial assistance. II. FINANCIAL IMPACT: There will be a contingency fee of 35% of the gross amount collected to Shelter Inc. by the Office of Revenue Collection. III. REASONS FOR RECOMMENDATIONS: The Office of Revenue Collection was established in 1984, to serve as a Central Billing and Collection Department for Contra Costa County. Shelter Inc. , a non profit organization, has requested use of ORC's collection i services on their behalf. IV. BACKGROUND The Office of Revenue Collection requested an opinion from County Counsel about providing collection services for a non-county agency. Shelter Inc_. , is anon profit organization that receives a Community Development Block Grant to provide emergency financial assistance on loans, grants or rental deposit to low income families and homeless individuals. County Counsel has state that the aforementtioned parties can enter into such an agreement under Government Code 23004(c) .
