SUBJECT: APPLICATION FOR STATE PRESCHOOL EXPANSION FUNDS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOIDONDATION
AUTHORIZE the Community Services Director to cooperate with the
Chancellor of the Contra Costa Community College District in applying
for $896,000 in new State Preschool Expansion Funds to provide preschool
services to approximately 400 three and four year old children in the
county..
BACKGROUND:
In January, 1991, State Preschool expansion funds of $896,000 will
become available to the County through AB 1670 (Hansen) . Only Local
Education Administrations are permitted to apply for funding. Because
LEAs in Contra Costa have not been actively engaged in securing these
funds, Community Services Department and Contra Costa Child Care Council
have been working with Dr. Robert Jensen, Chancellor of the Community
College District, to insure that the funds not be lost of Contra Costa
County's children.
Dr. Jensen has met with the presidents of the three community colleges
and though they support the concept of applying for the funding, they
are unable at this time to engage, in its implementation. The Community
College District is willing, however, to apply for the grant and, if
successful, pass the funding over to Community Services Department for
implementation.
This funding will provide subsidized slots for approximately four
hundred eligible three and four year old children throughout the County
in half day programs operating 175 days per year. The grant is
continuous so long as the contract terms are met and the State does not
rescind the legislation.

We have identified fourteen community agencies, county-wide, who are
willing to act as delegate agencies to serve these children. These
agencies currently hold contracts, in good standing, from California
Education Department, Child Development Division, and have licensable
space to expand.
