SUBJECT: AUTHORIZING EXECUTION OF AMENDMENT #1 TO FY 1991-92 TITLE III
OLDER AMERICANS ACT SUBGRANT AWARD
(COUNTY #29-002-14)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND-JUSTIFICATION
I. RECOMMENDED ACTION
Approve and authorize the Director, Office on Aging, to
sign and submit Amendment #1 to fiscal year 1991-92
Notification of Subgrant Award #07-9192 (County #29-002-74)
to the California Department of Aging, to decrease the
amount of Federal and State funds allocated to the County
. by $21,825 for a new total FY 91-92 amount of .$1,939, 168.
II. FINANCIAL IMPACT
. No additional costs to County. Amendment #1 will result in
the following changes:
1. Increase of $3,895 in Federal Elder Abuse Prevention
funding for FY 1991-92 . This is a carryover of
unspent 1990-91 funds.
2 . Increase of $681 for United States Department of
Agriculture (USDA) meal reimbursement.
3 . Decrease of $26,401 in State Congregate Nutrition
funds..
The overall impact is a net decrease of $21,825 in
funding. Net decrease of funds for congregate
nutrition will be absorbed by a reduced number of meals
in that program.

III. REASONS FOR RECOMMENDATION/BACKGROUND
The above noted changes in grant allocation have resulted
for the following reasons:
1. The Contra Costa County Office on Aging was unable
to spend its 1990-91 allocation of Federal Elder
Abuse Prevention funds because the State allocated
those funds so late in the fiscal year. We chose to
carry over those funds into FY 1991-92.
2 . The increase in USDA funds results from a slight
increase in the projected number of home delivered
meals to be served in FY 1991-92 .
3 . The decrease in State Congregate Nutrition funds
derives from the reduction in State General funds
resulting from the 4% trigger reduction enacted by
the State Legislature.
