Conditional upon approval by the Brentwood City Council, agree to establish a Joint Planning Committee with the City of Brentwood, consisting of the following: 2 County Supervisors 2 Brentwood City Council Members 1 Member of the County Planning Commission 1 Member of. the East County Regional Planning Commission 2 Members of the Brentwood Planning Commission i 2. Determine that the Joint Planning Committee will sunset effective November 30., 1993 , absent action by both the Brentwood City Council. and Board of Supervisors to continue the Committee' s existence. 3 . Appoint Supervisor Torlakson and Supervisor McPeak as the Board' s appointees to the Joint Planning Committee. ) 4. Request Supervisor Torlakson to nominate a member of the County Planning Commission and a member of the EasIt County Regional Planning Commission to serve on the Joint Planning Committee. 5. I .O. -5 City Council to concur with the actions of the Board of Supervisors in the establishment and composition of the Joint Planning Committee. 6. Upon approval by the City of Brentwood, request the Community Development Director, working in conjunction with the Brentwood Planning Director, to plan an agenda for the first meeting of the Joint Planning Committee, convene the first meeting of. the Joint Planning. Committee and otherwise. provide appropriate staff support to the Joint Planning Committee. 7 . Remove this item as a referral to our Committee.. BACKGROUND: On September 17, 1991, on the recommendation of Supervisor Torlakson, the Board of. Supervisors referred to our Committee a proposal that the Board of Supervisors and City of Brentwood form a joint planning committee. On October 28, 1991, our Committee met with Dennis Barry from the Community Development Department. regarding this proposal.1 A copy of the Community Development Department' s report is attached. In view of the substantial growth. which is occurring or is proposed in the area surrounding the City of Brentwood its appears appropriate for the County and. the City of Brentwood to form a joint planning committee. Our Committee agrees that the above composition is appropriate and that we should move forward with such joint planning. cc: County Administrator Director, G.M. & E. D. BRAGDON ^''' "'J DIRECTOR OF COMMUNIT DEVELOPMENT DATE: October 24, 1991 SUBJECT: Joint Planning committee and City of Brentwood SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Request the Board of Supervisors to invite the City of Brentwood to participate with the County in a joint planning process to address major issues of mutual concern regarding urbanization in the Brentwood area. FISCAL IMPACT Minor cost for staff support during the pendency of the planning effort. BACKGROUND/REASONS FOR RECOMMENDATIONS Staff concurs with the background information contained in Supervisor Torlakson's subject board order of September 17; 1991. The Cowell Foundation has submitted .to the County a request for General Plan Amendment Study authorization while the City is nearing the project definition phase of it's General P1anlReview Program. The Discovery Bay West General Plan Amendment project is also a concern to the city. The land use issue of buffering between communities has recently been addressed by the City of Brentwood and the City of AAtioch. The County could add its voice to the discussion. In addition, it is appropriate for the city and the County to work toward imutual compliance with the provisions of Measure C (1988) in the development of future plans and projects. The County's interest in implementing the 65/35 Land Preservation Plan adopted by the voters in 1990 provides ample justification for the proposed joing planning process. Staff has met together with Supervisor Torlakson 'and the City of Brentwood staff and suggests a composition for the planning committee of 6 members including two Supervisors, two City Council persons and two Planning Commissioners. Staff suggests a sunset provision which would run for two years from the date of the committee's creation. The frequency of meetings should be mutually agreed upon by the members in their first meeting.
