Fix a date for a public hearing on the subject of Regional Government, the agencies which should be considered for inclusion in a Bay Area Regional Government and what the composition of the Governing Board for a Regional Government should look like. At this hearing, the full Board of. Supervisors should hear presentations from each � of the groups which is either in support of or opposed to I various formulas for regional government and then discuss and attempt to reach a consensus on what response to Imake to ABAG on the proposed composition their Legislative and Governmental Organization (L&GO) Committee has formulated for an interim Regional Governing Board to repl1ace the Association of Bay Area Governments (ABAG) , Metropolitan Transportation Commission (MTC) , and Bay Area AirlQuality Management District (BAAQMD) . 2 . Request the Community Development Director and Director, Growth Management & Economic Development Agency, to organize such a public hearing and request testimony from each group which should have input on this subject. 3. Remove this item as a referral to our Committee. Supervisors referred to our Committee the. proposed composition for an interim regional governing board. which would replace ABAG, MTC and BAAQMD, as has been suggested in several regional government proposals. This proposal came. from the ABAG L&GO Committee. The specific details of the proposed composition are as follows: 1. The Governing Board would consist of 42 members. 2. 35 ( 830) of the members should be local elected officials and 7 ( 170) of the members should be non-elected individuals. i 3 . The local elected officials would be appointed by County Board. of Supervisors and City Selection Committees and should, as much as possible, retain those who have been participating members of the ABAG, MTC & BAAQMD boards, in order to retain their expertise. 4. The non-elected officials would be appointed by the local elected official committee members. 5. The non-elected members would come from specialty/,interest areas such as labor, business, environment and education. 6 . The suggested make-up of the 35 local elected officials is based partly on countywide population and partly on a desire to provide rural counties with adequate representation, as follows: * COUNTY ROTATING CITIES COUNTIES ** Alameda 1 4 1 Contra Costa 1 2 1 Marin 1 1 1 Napa 1.-- 1 1 San Mateo 1 2 1 San Francisco 1 1*** 1 Santa Clara 1 4 1 Solano 1 1 1 Sonoma 1 1 1 TOTALS 9 17 9 = 35 * One seat in each County would rotate (alternate) between cities and the county for appointment with each. term. ** One seat for Oakland *** One seat for San Jose Knowing that members of the Board of Supervisors have widely varying opinions regarding the value of regional government and the precise agencies which should be considered for inciusion in such a structure, we believe that it is not appropriate for our Committee to attempt to make a recommendation on thislsubject. We are, therefore, referring the matter back to the full Board without recommendation and are asking that the Board agree to set a date- for a public hearing on the subject of ' Regional Government.
