SUBJECT: REPORT ON THE STATUS OF THE CONTRA COSTA CLUB
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECON IUMATION
1. Express the Board' s support for the Contra Costa Club and
the efforts the Personnel Director and his staff are; making
to insure that the Club will become financially independent
in the very near future.
2 . Request the Personnel Director to make an annual report to
the Board of Supervisors on the financial and programmatic
condition of the Contra .Costa Club at the time of budget
hearings in August, 1992.
3 . Remove this item as a referral to our Committee.
BACKGROUND:

on June 4, 1991 the Board of Supervisors received a status report
from the Finance Committee on the financial health of the Contra
Costa Club and referred the status report to the Internal
Operations Committee for review.
On October 28, 1991, our Committee met with staff from the
Personnel Department and the Auditor-Controller' s I Office
regarding both the financial and programmatic condition of the
Club. We are pleased to report that for the 1990-91 fiscal year
the Contra Costa Club incurred a deficit of only $34,181 and is

now very close to breaking even financially. Eventually, the
Club will reimburse the General Fund for the net deficit from the
1990-91 fiscal year, plus improvements and expansions which are
planned for later this fiscal year.
Whereas the first year of operations for the Club was focussed on
getting the Club underway and operating, the second year will be
focussed on evaluating the improving physical condition of those
who are members of the Club and trying to insure the continuing
improvement in the health of its members. The attached summary
report from the Club outlines many of the program areas which are
planned for expansion in the future and the marketing which will
be done to improve membership.
Currently approximately. 65% of the members are County employees
or members of their families, while* the balance of 35% are
private or corporate members and members of their families.
Our Committee believes that the Contra Costa Club represents an
important preventive and therapeutic. resource for County
employees and private sector employees in the Martinez area. We.
believe that an annual report should be made to the Board of
Supervisors outlining the financial condition of the Club, the
programs which are being operated, the numbers and type's of
members the Club has and efforts which are being made or planned
to expand both the membership and the variety of services which
are available to members.
