HomeMy WebLinkAboutMINUTES - 11051991 - H.3 H. 3 & H.4 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on November 5, 1991 by the following vote : AYES : Supervisors Fanden, Schroder, McPeak, Torlakson and Powers NOES : None ABSENT: None ABSTAIN: None ----------------------------------------------------------------- ----------------------------------------------------------------- SUBJECT: Hearings On Rezoning Request 2938-RZ, Development Plan 3041-90 and Subdivision 7621, Offenhartz/Frost and Rezoning Request 2929-RZ, Development Plan 3035-90 and Subdivision 7613 , Walker/Garrigan, in the Danville Area. This is the time heretofore noticed for hearing on the recommendation of the San Ramon Valley Regional Planning Commission on the following requests : By Doug Offenhartz and Dudley Frost (applicants) and Robert and Joan Whitehead, et al (owners) for approval to rezone 17 . 3 acres from General Agricultural (A-2) and Single Family Residential (R-40) to Planned Unit District (P-1) (2938-RZ) , and for approval of preliminary development plan for a 43 unit single family residential development, and for final development plan approval (3041-90) for a 43 unit residential development, and for approval of a vesting tentative subdivision map to subdivide 17 . 3 acres into 43 lots (Subdivision 7621) in the Danville area; By Parsons, Rourke & Walker Associates (applicant) and Robert and Alice Garrigan (owners) for approval to rezone 5 . 6 acres from General Agricultural (A-2) to Planned Unit District (P-1) (2929-RZ) , and for approval of a final development plan (3035-90) for a 13-unit single family residential development, and for approval of a vesting tentative subdivision map to divide 5 . 6 acres into 13 lots (Subdivision 7613) in the Danville ,area. Mary Fleming, Community Development Department, presented the staff report on these matters and suggested that they be considered at the same time, and she commented on the staff recommendations and that staff was recommending Option A. Ms . Fleming also commented on changes requested by the applicants in the Conditions of Approval on issues including building height limit on the homes along Camino Tassajara being changed to 28 feet and an objection to providing pedestrian access onto Hansen Lane . Mitch Avalon, Public Works Department, commented on concerns including the fee issue with the Town of Danville and improvements along the Hansen Lane . The following persons presented testimony: I Doug Offenhartz, P.O. Box 887, Danville;, Jim Parsons, 400 Taylor Boulevard Suite 325, Pleasant Hill . The public hearing was closed. Supervisor Schroder moved to declare the Board' s intent to approve rezoning applications 2938-RZ and 2929-RZ, develop the changes in conditions as requested and bring the matter back for final action of the Board at the next meeting. Supervisor Fanden seconded the motion. IT IS BY THE BOARD ORDERED that the hearings on the above matters are CLOSED; and INTENT IS DECLARED to approve the request of Doug Offenhartz and others on rezoning application 2938-RZ and preliminary development plan 3041-90 and Vesting Tentative Map 7621 in the Danville area, and to approve the request of Parsons, Rourke & Walker Associates and others on rezoning application 2929-RZ and final development plan 3035-90 and Vesting Tentative Map 7613 , in the Danville area; and staff is DIRECTED to prepare appropriate documentation for Board consideration on November 19, 1991 .
