SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Reject the proposal of September 26, 1991 submitted by Hot Springs
Development and authorize the Deputy Director - Redevelopment to
pursue alternative short-term leasing options with respect to the
Armstrong Road property; and request the Deputy Director -
Redevelopment to bring back to the Economic Progress Committee at some
future time a Request for Qualifications as conditions warrant.

BACKGROUND/REASONS FOR RECOMMENDATIONS
On July 16, 1991 the Board of Supervisors authorized the circulation
of a request for qualifications relative to the prospective
development of a 120 acre property owned by the County in the vicinity
of East County airport. . This property was purchased by the County for
its potential future value as a County real estate asset for revenue
generating purposes. Prior to the Board's action of July 16th, the
County had received inquiries regarding the availability of this
property, particularly with respect to its use in conjunction with
development at the adjacent Byron Hot Springs. The purpose of the
Request for Qualifications process was to provide an opportunity for
the County to evaluate prospective developers and to evaluate their
proposals with respect to their consistency-with County plans and
economic interests. i

Request for Qualifications were circulated on July 25, 1991.
Qualifications were to be submitted no later than Friday, September
27, 1991. The County did not receive any formal responses to the
Request for Qualifications.
The single written response to the qualifications was received from
David Fowler, representing the Hot Springs Development. Their
proposal is included in the attached letter of September 26, 1991.
Their proposal was to lease the property for a term of three years
at $3, 000 per year with an option to purchase the property within
that three year time period for a total purchase price of $300, 000.
The proposed use within the three year time period was to land-
spread sewage sludge.
The proposal did not address the content requirements of the
request qualifications. Therefore, the County has no ability to
assess the capacity and viability of a long-term use for the
property. The purchase price does not reflect County staff's
opinion of its current value, let alone its value in a future
development.

Future-Tech is currently applying stabilized sewage sludge on the Byron Hot Springs property
as a fertilizer and soil amendment. Sewage sludge contains plant nutrients (manly in the form
of nitrogen), increases the water holding capacity of soil and makes the soil easier to till. We
have a waster discharge permit, issued by the Regional Water Quality Control Board - Central
Valley, to landspread sewage sludge. Our permit requires that all sludge be tested and
determined to be non-hazardous prior to land application. We are also required to test the
background soil prior to application to determine metals content. After the application of sludge
the soil/sludge mixture is tested to ensure downstream water quality.
Future-Tech is proposing to lease with an option to purchase the Armstrong Road Prol perty, 120
acre, Parcel #002-200-001 at the Byron Airport site. The term would be for 3 years @ $25.00
per acre per year i.e. $3000.00 per year. The option to purchase would be exercised within the
3 year period. Total purchase price $1,00,000.00.
We would apply sludge to the parcels and plant grazing grasses for cattle. The types of grasses
p!.-"-.t--d will be determined by the availability of irrigation water. The amount of sludge applied
to each acre is determined by a certified agronomist based on the grasses to be planted and the
amount of nitrogen contained in the sludge. A local cattle rancher has committed to graze his
cattle on the airport property.
This lease with option is designed to benefit the county by producing immediate revenue.
During this time period the sludge application will soil condition the land. The design team
currently conceptualizing the renovation of the Old Byron Hot Springs may incorporate the 120
acre property into an additional expansion for the currently planned 9 hole golf course.
If the property is not developed into a Golf Course or approved use it would automatically revert
back to the County to use as they see fit.
