SUBJECT: U.S. Department of Education, Library Literacy Program Funding
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Authorize the Contra Costa County Library to apply for and accept U.S. Department of
Education, Library Literacy Program Funding in the amount of $33,800.00 for the period
from October 1, 1992 through September 30, 1993 to maintain and expand the level of
literacy activities for the adult learners in East Contra Costa County, and in selected sites
elsewhere in the County.
FINANCIAL IMPACT:
No matching funds are required. The Library's contribution will include staff time for
training and supporting volunteer tutors and their adult learners as well as recruiting and
incorporating new adult learners into the program. In addition, four libraries will assign
space for computers on their premises to be used by Project Second Chance participants
and the public.
BACKGROUND:
Funds have been made available through the Federal Library Services and Construction
Act (Title VI), to enhance and expand the adult literacy program now existing in East
Contra Costa County. This Program will allow one-on-one tutoring and computer-assisted
learning to take place in the Antioch Library. It will also allow the Coordinators of that
Program and their Student Assistant to:
1. Provide immediate participation in the PSC program through small groups, peer
tutoring or computer instruction, in contrast to the long wait which is usually
expected in the East County Program.
2. Recruit in the housing projects located in Pittsburg.
3. Make literacy instruction available to more participants by offering transportation
and child care costs to learners.
4. Improve employability and enhanced self-esteem through computer literacy and
the strengthening of basic skills.
In addition, the Computer Center Coordinator will be responsible for supervising and
coordinating volunteer efforts in the peripheral computer sites at the EI Cerrito, Pinole and
Pittsburg Libraries, and at the Pleasant Hill Adult Center. She will also act as liaison with
the Contra Costa County Library's Automation Department.
