Spooner, Contracts Administrator Cost-ca DATE: October. 24, 1991 County SUBJECT: Accept Grant Award #29-458-2 from the Department of Health and Human Services for the Born Free Project SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Accept, on behalf of the County,r Grant Award #29-458-2 from the U.S. Department of Health and Human Servi�e fice of Substance Abuse Prevention) second-year funding in the amount of $316,166 for the period September 1, 1991 through August 31, 1992 for the Born Free Project. Under this project, the Health Services Department will conduct a program of substance abuse services to low-income, pregnant and postpartum women. Subject to the availability of funds, the Grant Award recommends third, fourth and fifth year funding. II. FINANCIAL IMPACT: Acceptance of Grant Award #29-458-2 will result in $316,166 of Federal monies for second-year funding of the Born Free Project. No County funding is required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On October 23, 1990, the Board approved Grant Award #29-458-1 from the U. S. Department of Health and Human Services (Office of Substance Abuse Prevention) for $440,953 ($281,390 for FY 90-91 and $159,563 rollover from FY 89-90) of federal funding granted for the Department's Born Free Project (Perinatal Substance Abuse Intervention and Recovery Model) for the period September 30, 1990 through August 31, 1991. The Grant Award also recommended funding of $280,000 for direct costs for the third year of the project. I The Born Free Project coordinates and augments County services in order to identify and educate substance abusing women in prenatal clinics and in labor and in delivery, and to induce them to enter, participate in, and remain in appropriate and accessible recovery services. As a model program, the Born Free Project seeks to demonstrate the viability of directly integrating recovery services into the provision of prenatal health care. The primary goals of the project are to decrease the prevalence of substance abuse among pregnant women and new mothers, and to increase the number of intact, recovering families.
