SUBJECT: Establish Land Development Services Fund
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
1. DIRECT the Auditor-Controller to establish a Land Development Services Fund that
restricts the revenues collected for land development services solely for expenditures
relating to land development service activities;
2. DIRECT the Auditor-Controller to prepare the necessary journal entries to transfer the
departments related deferred revenue funds from 1990/91 for the various land
development service activities to the new fund.
3. DIRECT the Auditor-Controller to distribute interest earnings from Land Development
Service Fund monies back to the fund.
II. Financial Impact:
Establishment of the Land Development Services Fund and a strict cost accounting of all
activities related to the land development services provided by the County will insure that
these activities are self supporting and not a burden to the County General Fund.
The deferred revenue amounts for each department are Building Inspection $1,076,635,
Community Development Department $520,384.19 and Public Works Department$617,230.

III. Reasons for Recommendations and Background:
The Board has commissioned a study of the costs for providing land development services
in the unincorporated County area. The study resulted in an increase in the fees charged
for land development services. An integral part of the fee increase was a commitment to
establish.a separate fund for land development fee revenues and a strict accounting of the
future costs in providing the various land development services.
A significant portion of the fees collected are for future services that will occur over several
years. It is imperative that these fees earn interest to defer the cost increases due to
inflation.
IV. Consequences. of Negative Action:
The County would not be meeting the commitments it made to the development community
during the recent fee increase proceedings.
