SUBJECT: ORDINANCE NO. 19 FOR SANITATION DISTRICT NO. 15. SET A HEARING DATE.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
The Board of Supervisors of Contra Costa County, as and constituting the Board of Directors
of Contra Costa County Sanitation District No. 15:
A. SET December 3, 1991 at 11:00 a.m. in the Board of Supervisor's
Chambers, 651 Pine Street, Martinez, California, as the time and place for
a public hearing to consider oral and written objections or comments
concerning amending an ordinance establishing the annual service charges
for Sanitation District No. 15 Fiscal Year 1991-92.
B. DIRECT THE CLERK OF THE BOARD to mail a notice of the time and place
of the hearing including a general explanation of the matter to be consid-
ered at least 14 days prior to the hearing to any interested party who files
a written request with the District for mailed notice pursuant to Government
Code'Section 54992.
C. DIRECT that, at least 10 days before the public hearing, the District shall
make available to the public data indicating the amount of cost, or
estimated cost, required to provide the service for which the charge is
levied, and the revenue,sources anticipated to provide the service.

II. Financiallmpact:
The above actions have no impact on County finances. County services to Sanitation District
No. 15 are funded entirely by the annual sewer and water service charges.
III. Reasons for Recommendations and Background:
Each year the County Sanitation Districts are required to set by Ordinance the annual sewer and
water service charges. Government Code Section 54992 describes what steps are necessary
before such an ordinance can'be adopted.
In March 1991 Superior Court Order #C89-03135 eliminated "Dry Boat Storage" as a service
charge item for Sanitation District 15, increased the "Public Boat Launching Facility" unit charge
multiplier, and decreased the "Boat Berth Space (Wet Berths)" unit charge multiplier.
IV. Consequences of Negative Action:
The District would be unable to collect sewer and water service fees for Fiscal Year 1991-92.
The collection and water treatment of sewage is necessary to protect the public health and the
environment. A safe, dependable, potable water supply is also essential. If the District is unable
to collect the service fees it would have to borrow money to provide these services, and future
service charges will have to be increased to repay the borrowed money.
