FISCAL IMPACT None. The cooperative agreement will provide Measure C 1988 sales tax revenues to reimburse County costs. BACKGROUND/REASONS FOR RECOMMENDATIONS Crow Canyon Road is a major arterial road connecting Alameda County with central San Ramon, a portion of Danville and unincorporated Blackhawk. A half-mile segment of: the road between the Alameda County line and Bollinger Canyon Road in San Ramon lies in the County's jurisdiction and is included in Measure C under the project category of Southwest Arterials. CCTA -has allocated $40 million of Measure C funds to SWAT as part. of its seven-year Strategic Plan.. When SWAT prepared the projects to be included in the CCTA Strategic Plan in October 1990, it also determined the distribution of the $13 . 6 million assigned to the Southwest Arterial projects. . The Crow Canyon Road project was 'allocated $1,841,995, although it was not included in the initial seven year plan. CONTINUED .ON ATTACHMENT: XX YES SIGNATURE RECOMMENDATION OF COUNTY. CCTA THE BOARD OF SUPERVISORS CAO AND COUNTY ADMINISTRATOR CDD /Q► BY� DEPUTY misc/m1:crowcny.bos t BACKGROUND/REASONS FOR RECOMMENDATIONS "- Continued In August 1992 , Alameda County initiated the preparation of a Project Study Report (PSR) for safety improvements to Crow Canyon Road, including the half-mile Contra Costa County portion. When completed, this PSR can serve as the basis of the Measure C project for Crow Canyon Road. Contra Costa County Public Works staff is participating -in this study, which is expected to be completed in early 1992. The estimated cost of the County's participation is $8, 000 to $10, 000. It is recommended that the Public Works Director be authorized to prepare a cooperative agreement with CCTA to fund the County's participation in the Crow Canyon Road PSR. Further, it is ,. , recommended that SWAT be asked to approve the allocation of up to. $10, 000 of Measure C funds for this work. Currently SWAT has $360, 600 available during the first seven years. These funds were initially allocated to trails projects; however, two of the trail projects were ranked too low to be included in the Strategic Plan at this time. CONSEQUENCES OF NEGATIVE ACTION Failure to authorize preparation of the Cooporative Agreement would eliminate the possibility of reimbursing County costs with Measure C revenues.
