SUBJECT:. EBRPD Landscaping and Lighting District
SPECIFIC REQUEST(S) . OR RECOMMENDATIONS (S) &BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Endorse the October 1, 1991 EBRPD Engineers Report as the basis for
the formation of a Landscaping and Lighting District for regional
park and trail maintenance in Eastern Contra , Costa County.
2 . Reconfirm the Board's support for formation of the proposed
Landscaping and Lighting District.
FISCAL IMPACT
If the district is formed, the assessment will be collected on the tax
bill. The County will be reimbursed" for costs to establish the district
and for on-going administrative costs.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In 1981, the Liberty Union- High School District of Contra Costa County
was annexed to the East Bay Regional Park District; this annexation
action completed the process whereby all of Contra Costa County was
included as a part of East Bay Regional Park District jurisdiction.
At the time of annexation the East County area was sparsely settled
rural lands - mostly farms and ranches; as a result the County and the
District agreed that no redistribution of tax revenues would occur at
that time to finance, the cost of regional park acquisition., development
and operation. Since 1981, however, East . County has experienced
_unprecedented residential development and urbanization, and as a result,
citizens have recognized a compelling need to provide for regional parks
recreation and open. space..

A representative Citizens' Task Force was formed to consider various
approaches for financing the anticipated operational costs of new park lands.
After a year's deliberation, the Citizens' Task Force concluded that of nine
separate funding proposals which were considered, the only two feasible
approaches were:
1. Redistribution of existing and future County tax revenues from East
County to provide approximately $0. 03 per $100. 00 assessed
valuation for East County regional parks. (Note: In all other
sections of Contra Costa County approximately $0. 03 per $100. 00
assessed valuation has been annually provided from general tax
levies for support of EBRPD Regional Park activities. )
2 . Creation of a special assessment Landscaping & Lighting District to
achieve the above-mentioned level of funding.
Because the redistribution option would have created a significant financial
problem for both Contra Costa County and various East County special district
(e.g. , fire, library, etc. ) the Task Force concluded that the special
assessment district is the most practical, achievable option at this time.
The Task Force has since been joined in support of the creation of a the
district by the CCC Board of Supervisor, in a unanimous Board Action of April
9, 1991.
By creating the special assessment district, it will thus be possible for
East Bay Regional Park District to proceed with acquiring and developing
regional facilities throughout East County with the assurance that it will be
able to provide a proper level of operations in terms of maintenance,
security, and environmental concern, consistent with the high standards
throughout the district. Also, proceeding with acquisition of appropriate
regional park lands at this time will insure that desirable lands are not
lost to alternative development or will not become prohibitively expensive.
Staff has reviewed the Engineers report and find it a reasonable basis on
which to form the district.
The issue was discussed at the Contra Costa County - East Bay Regional Park
District Liaison Committee (Supervisors McPeak and' Torlakson) on September
30, 1991 and the supervisor members were supportive of the formation but
wished to await action until after staff had an opportunity to review the
Engineers Report. Staff has reviewed that report and it appears correct in
terms of form and content. Staff feels endorsing the Engineers Report as the
basis for the creation of the District to be appropriate.
