SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Approve Kids Wonderland of Pleasant Hill, a Limited Partnership, as
the buyer of' the child care center at Park Regency; and authorize the
Deputy Director - Redevelopment to negotiate and prepare necessary
assignment. documentation.

BACKGROUND/REASONS FOR RECOMMENDATIONS
GBW Properties is the developer of the Park Regency project a Pleasant
Hill BART,. The. .Park Regency project is an . 892 unit multifamily
project with 18, 500 square feet of retail space and a 90 children
capacity day care center. GBW Properties has entered into a
contingentpurchase agreement with Kids Wonderland of Pleasant hill
to purchase the- child care site. Kids Wonderland would construct and
operate the child care center.

Kids Wonderland of Pleasant Hill, a Limited Partnership has Monojit
Dasqupta and Seeno Dasqupta as General Partners. The Dasquptas own
and operate three .child care centers in the Fremont area. Staff
has reviewed their credentials, checked financial references,
reviewed State licensing files, visited the Fremont facilities, and
interviewed parents with children in the Fremont facilities. Staff
is satisfied that the Dasqupta's have the experience and financial
capacity to develop and operate the child care center in a
professional manner.
The Agency staff will need to complete negotiations and
documentation relative to an Assignment Agreement. To provide
comfort to Kids Wonderland of Pleasant Hill in advance of the
required formal documentation, this approval is being recommended.
With this comfort, the owners of Kids Wonderland can proceed with
working drawings and prepare for construction at the .earliest
possible time.
