AUTHORIZATION FOR PAYMENT OF FEE TO ABAG FOR THE HAZARDOUS
SUBJECT: WASTE CAPACITY ALLOCATION COMMITTEE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
1. Authorize the Health Services Director to pay the
Association of Bay Area Governments a fee of $6,376 so that
Contra Costa County can continue to participate in the
Capacity Allocation Committee . which is attempting to enter
into inter jurisdictional agreements with other counties in
order to provide , for the appropriate disposal of hazardous
waste produced in the Bay Area.
2 . Reaffirm the appointment of Supervisor Sunne Wright McPeak
as the Board' s representative on the ABAG Capacity
Allocation Committee.
BACKGROUND
The ABAG Capacity Allocation Committee ( renamed from. the Facility
Allocation Committee) was created to develop a regional approach
to siting hazardous waste management facility capacity among the
nine Bay Area counties. Supervisor McPeak has been serving as
the Board' s representative on the Committee. Richmond City
Councilwoman Rosemary Corbin represents the cities in Contra
Costa County on the Committee. County staff and Paul De Falco,
Chairman of the County' s Hazardous. Materials Commission, have
been active on the Technical Advisory Committee.
The Capacity Allocation Committee (CAC) developed a formula for

estimating how much hazardous .waste will be generated in the year
2000 in each county in the Bay Area by type of waste. Based on
those figures and projections about how much treatment and
disposal capacity will exist, a method was developed to
distribute responsibility for siting "capacity" for different
types of hazardous waste to each county according to its
contribution to the region' s deficit in terms of treatment and
disposal capacity.
In August, 1991 a final report was issued. Contra Costa County
had the second highest deficit contribution and was assigned
responsibility for incineration. However, that may be modified
if the CAC can reach agreement with Kings County to accept our
region' s "residuals" . If that occurs, then the region would not
need to assign responsibility for a residuals repository, which
currently is the responsibility of Santa Clara County. Instead,
Santa Clara County would be responsible for incineration. These.
discussions will be occurring in the next few months. It is
essential for Contra Costa County to be a party to these
discussions in order to limit the County' s responsibility to site
.all manner of hazardous waste facilities in the County in order
to provide for the proper disposal of all of the hazardous waste.

Draft Inter jurisdictional Agreements will. be coming before the
Board in the near future to assist in meeting the Bay Area' s
responsibility 'to provide for the proper disposal of all
hazardous waste produced in the region. The CAC has been very
productive over the past year. Over the coming year it will
update the Hazardous Waste Facility Allocation Plan as new data
becomes available, pursue Interjurisdictional Agreements with
counties outside of the region and sponsor as pollution
prevention program. It is therefore recommended that the Health
Services Director be authorized to pay the membership fee which
supports the work of the CAC and that Supervisor McPeak be
appointed to continue as the Board' s representative.
